I've installed Agent 6.0 on my laptop and desktop computers (running
Windows Vista Basic). In both cases Agent will only run with
Administrator privileges. Without them it terminates with an error
that it can't access a file called agent.xrs.

In what folder did you install Agent?

The default one: C:\Program files\Agent.
I get the same error if I run Agent directly from the folder, so it's
not a shortcut problem.

I'm not sure, but this could be a virtualization problem. Maybe try
moving Agent out of C:\Program Files\ to C:\Agent\.

You can not have your (user) data folders in the Program files (agent)
directory in Vista.
You must have changed the suggested placement for user files (or replaced the
shortcut)

From Forte FAQ:
As of version 4.2, Agent will by default place its data files in the Windows
default location for program data. In Windows XP, this is "C:\Documents and
Settings\<user>\Application Data\Forte\Agent" and in Windows 7 and Vista this
is "C:\Users\<user>\AppData\Roaming\Forte\Agent" or
"C:\Users\<user>\AppData\Local\Forte\Agent" (NOTE: If your system was
originally XP and upgraded to Vista, it's probably the XP path.)
By default, these are hidden folders in Windows, which is why you cannot find
them. To get Windows to show them, go to your system Control Panel and open up
Folder Options, click the View tab, and then enable the Show hidden files and
folders setting. If using Vista and you are not using the "Classic View", then
from the Control Panel first open up Appearance and Personalization.

Nope.

I thought of that. Navigating to the Agent directory and double
clicking on agent.exe exhibits the same problem.
I'm thinking there must be something unusual about my setup since no
one else seems to have the same problem.
There are a few workarounds, such as the one highlighted earlier by
Dennis.

Agent Shortcut PROPERTIES <=======
The PROGRAM line stays the same.
The *Open IN * line contains :
Presumably you mean the 'Start in' option. I've already added that
text to it and, of course, it makes no difference.

I've re-downloaded Agent a few times and performed several reinstalls,
even ensuring the program was completely removed and its program and
data directories deleted.
And agent.xrs is where it should be: in the same directory as
agent.exe.

Check the permissions and hidden properties is my last guess.
Have you contacted Forte?
Check the file secturity permissions on
C:\Program files\Agent
C:\Program files\Agent\agent.xrs
Make sure "Read", "Read & Execute", and "List Folder Contents" are checked
for non-administrators.
