Oh, I know what you're talking about. I figured that out long ago, within about two posts. You're an obsessive-compulsive, that sees a need to make sure that *all* of his words are entirely perfect.
Your Chicago Manual of Style is fine in the real world, sure. But is it at all applicalble to Usenet? Not in my opinion. So, if you will, "it would matter if we were in Chicago, I suppose."
By the way, please don't add words to my quotes. I don't mind having little additions in there every now and then, but there's no need for the continuing quote symbols. I did not write any of the [Ed. note].

I don't want to start one of those Mac-vs-PC, Unix-vs-VMS holy wars, but there are many people who disdain the Chicago Manual in favor of WORDS INTO TYPE.
Me, I'm a Chicago Manual person -- when I'm working professionally. When posting to Usenet I use an idiosyncratic but (I hope) easily understood style I cooked up myself.

Get a clue. The Chicago Manual is a guide to the editing, design and production of *BOOKS*.
Usenet is not a book. It is not produced like a book. It is not read like a book. It is not distributed like a book.
The Chicago Manual is inappropriate as a styleguide for Usenet posting. Citing it makes as much sense as citing Emily Postnews' Guide to Usenet Etiquette as a styleguide for a book publisher.
