This episode discusses three opinions about the
California state budget for 2008 including
California's 109 community colleges.
(Scene 1 Speech class)
TEACHER
Who is giving a speech today?
(Chris and Greg and Screech raise their hands)
TEACHER
Chris, It is your turn.
(Then Chris goes to the podium and adjusts the microphone
and the teacher starts the camera and then tells
Chris to begin.
CHRIS
Microsoft Windows is unaffordable.
The California budget is 20 billion dollars in debt in
2008 because money is being held in reserve for Governor
Arnold Schwartzenegger's third attempt to introduce
proposed unaffordable mandatory health insurance.
About half of the cost of each new computer is the
cost of buying Microsoft Windows and Microsoft office.
Even removing Microsoft Windows from existing computers
will save money by no longer paying for Microsoft site
liscence renewal fees every semester.
Linux is a very low cost or free operating system.
The three free versions of Linux Fedora Centos and Suse
are high quality front runners already ready to compete
with Microsoft Windows.
Linux still has its own C++ compiler that supports courses
like CS939 programming in C++ and CS936 C++ data structures
course.
Does anybody know whether Microsoft Windows still supports
c++ programming ?? The internet article said that Microsoft
discontinued Microsoft Visual C++ 6.0 and as far as I know
it still has not yet been replaced.
Some teachers have even asked the legislature to buy
very expensive Microsoft Windows Vista which will give students
even less computing power than Windows XP.
How much do you want community colleges in California to
RAISE STUDENT FEES to pay for Microsoft Windows Vista??
I want all communnity college computers at California's 109
community colleges to save money by using LINUX ONLY from now
on. I will still allow Microsoft textbooks because Linux is
becoming more and more like Windows so Microsoft textbooks
are becoming useful for describing Linux.
One of the biggest goals for Linux developers is to make free Linux
more like Microsoft Windows.
If California's 109 community colleges will save money by
laying off most custodians and janitors instead of increasing
student fees older versions of Microsoft Windows can remain on
at least 25% of community college computers if health insurance
remains voluntary and c++ programming is restored and
computer labs for computer science are reopened on a full
time basis.
(Applause ----- Chris finishes and sits down. Greg goes to the
podium.)

The budget is not really that bad. The second attempt for mandatory
health insurance was defeated in the California senate committee
and if our governor would cancel his third attempt at mandatory
health insurance we could have a much smaller deficit or even a
budget surplus.
My compromise is to have half of all community college computers
dual boot Microsoft Windows and Linux so the two operating
systems can COMPETE with each other and have only Linux on the
other half of the community college computers to save money
so that computer labs can be open to students for more hours.
We can even use more genuine Microsoft textbooks in more courses
to help Microsoft recover some of the losses of only having Windows
on only half of all community college computers. I do not have
anything against Microsoft textbooks. Microsoft paper textbooks are
often better than the alternative for many courses.
Community colleges can also save more money by having
custodians and janitors work fewer hours from midnight
to five A.M. instead of the previous schedule of 11:00 P.M. - 7:00
A.M.
Also reduce the number of hours that State employees drive
outside of the street so money will be saved
on health care costs
because fewer
pedestrians will be run over!!

There is a BUDGET SURPLUS because the California Senate
defeated expensive mandatory health insurance for California.
We should dual boot all existing communnity college computers
both Windows and Linux and open up the computer labs for more
hours each week than before. Also buy new computers. Put Microsoft
Windows
on just 75% of new computers and have 25% of NEW ADDITIONAL
communnity college computers with only Linux to slightly reduce
the cost of adding new computers to communnity colleges.
Buy more plain paper high quality genuine Microsoft textbooks
for more courses. Add some Microsoft Windows programming
courses in the c language. Both Microsoft Windows and Linux
are high quality operatimg systems. Even though the new Microsoft
visual studio is harder to install than Linux Communnity college
computers need to be able to compile c programs in both Windows
and Linux so these two systems can compete with each other.
Community colleges can save money by postponing the starting
time for custodians and janitors
of 11:00 P.M. to 11:30 P.M. and for the rest of Spring 2008
let all custodians and janitors take every Tuesday night off!!
Community colleges have too many sections of CS 901. Eliminate
CS 901 and replace every two sections of CS 901 with
one section of CS 902
beginning computer science. Math 115 elementary algebra can be used
as a prerequisite for CS902 so CS 901 is no longer needed.
If money ever needs to be saved cancel the summer and winter
intersessions at community colleges and open Californias 109 community
colleges for Spring and Fall semesters only.

The current mandatory jury duty has inefficient juror selection in
which
2/3 of all summoned jurors are rejected so three times as many parking
spaces
are rented by California's courts for jurors than are used by
actual trial jurors.
Parking spaces for potential jurors are very expensive real estate
with a very high rent.
After California courts are converted to only voluntary jury service
then juror qualifications can be published and most jurors who would
be rejected will not volunteer to begin with so far fewer parking
spaces
will have to be rented by courts after the all volunteer jury system
is passed so hundreds of billions of dollars of state money will be
saved every year by an all volunteer jury system in every court.

Cancel the third attempt at expensive mandatory health insurance
so California can have a budget SURPLUS instead of a deficit in
2008.
