Dry fuel rods

If anyone's still here: we could contemplate the last
season, with a bunch of spent fuel rods being carried
around in a van, and then contemplate current reality
in Japan, and wonder why those buddies even needed
a bomb. Surely a short while would have unloosed
radiation on Manhattan if the van was just parked
somewhere.

But CTU would be constantly spraying water on the van. Covertly, of course.

Maybe there just weren't enough to overheat like that. They were
spaced and rigged for transport, not piled on each other in a
situation where they could create that much heat or even reach
criticality.

Fuel rods are often transported to and from reactors dry. Get them in
a situation where there are so many or they are so tightly packed they
need water cooling and one starts to have issues if one runs out of
water.
