So 24 has been around longer but basically, the Bourne series of movies
seem to do the same thing, without the preaching about torture, in a
more plausible way.

Obviously a movie has the budget to make set pieces look better, plan it
out so they're more believable. You can believe the CIA could take
control of a London train station's cameras whereas terrorists
controlling chemical plants anywhere in the US or the air traffic
controll of any airport?
