silly question: did they miss an obvious joke?

I have yet to watch all of West Wing, but it just occured to me, I
cannot remember having seen the most obvious joke about southern Iran/
Pakistan. It would probably have been in a rant about the sad state of
education, something like:

Did they ever use a line like this, or was it just too absurd?

I don't recall them having a line like that. It's a good idea, though.
