LCD Monitor to AV-OUT?

Hi folks,

I have a need to attach an LCD Monitor to a TV. The monitor should
show whatever the TV is showing. Audio doesn't need to come too as
the TV will be close by.

What are my best options here? Getting a PC monitor, or an LCD-TV?
Use SCART or AV-OUT? Connector/signal conversions?

Please explain s-l-o-w-l-y, because a lot of this is unfamiliar to me.
