In this episode, Chakotay, Paris, Kim, and Neelix experience flashbacks,
and tell the rest of the senior staff about participating in a massacre
of alien colonists while attempting to evacuate them. However, no where
in the episode does anyone ever say why the colony was being evacuated.
Why didn't the creators include any dialogue about why the colony was
being evacuated?
The aliens were so shocked by the massacre of the 82 colonists that they
set up a memorial that broadcast mental images of the massacre to
everyone who passed by the planet. Those aliens must have had a
remarkably peaceful history for the deaths of 82 colonists to stand out
to that extent! On Earth, a massacre of 82 people would not be
considered remarkable! Such massacres occur often in Iraq, Sudan, etc.

The memorial planet was the second planet visited by the away team, yet
they didn't experience any massacre memories until after they returned
to Voyager. Why did the rest of the crew start experiencing massacre
memories as soon as Voyager approached that planet? Why did Janeway
experience such memories from merely looking at a Delta Flyer log of
that planet?
BTW, this episode was one of the best Voyagers ever.
The aliens must have had a very peaceful history for a massacre of 82
colonists to be considered worthy of such an elaborate memorial!

The crew were experiencing flashbacks because there memorial was
sending signals out to space for others to see and hopefully not
repeat the same thing, but it was malfunctioning so Voyager fixed it
and placed Bouyees*spelling* in the area of the planet to warm
unsuspecting vessels.
I was because of the horrific nature on the massacre also

IIRC, they were "illegal" settlers or something; not authorized by the
local governing body of that planet, in other words.
