That pairing was so out of the blue....Very OOC for Chakotay who never did really like her and also did not approve of keeping her on the ship.

The writers and cast really didn't care much about character and plot
at that point. Robert Beltran, the actor who played Chakotay was
highly critical of his own show at the time and very unhappy on the
set. And it really showed in his performance.
