close enough. Without Pete Ross its a good fit.

Lucy Lane first appeared on the television series Smallville in the
season four episode "Lucy"; she was played by Peyton List. In this
version, Lucy has been attending school in Europe for some time, and has
been out of touch with her sister Lois for sime time. Lucy tells Lois and
Clark that she is on the run from a German loan shark named Macus Becker.
After initially trying to help her, Lois and Clark discover that Lucy is
using their friendship with Lex Luthor to con him out of money to pay off
her debt. Lucy is resentful of her sister's relationship with their
father, and was also using this opportunity to get some revenge on her.
Becker decides to hold the two sisters for ransom, but they are rescued
when Clark intercepts the truck and stops it. Lucy sneaks away when Lex
arrives with the police and speeds off in his Mercedes. She is not seen
again and is assumed to be on the run.[3]

highlights like her sister.

They had an episode called "LUCY" several years ago where Lois' sister was a
bad girl -- a liar and a thief. Maybe the worst episode of all time or at
least in the running.

At some point we could have said, Chloe fulfills in the Lois character
by being Clark's sidekick, and having the interest in being a
reporter..until Lois showed up in Season 4. Same for Lucy.
Anyway your point brings up a good issue I have with the Chloe and
Jimmy relationship. In the comics, and in Lois and Clark, Jimmy was
relegated to having relationships with minor characters like Lucy.
I'm still dissatisfied that they would try to elevate him to Chloe's
level. On the other hand, many people feel Chloe is a minor character
also, the main ones being Clark, Lex, and Lana.

Since there is no Chloe Sullivan in the other tellings of the Superman
mythos, they have Jimmy with a important character. Yes the top three is
Clark, Lex and Lana, but Chloe is by NO MEANS a minor character, a
secondary one but not minor. She is more important than Lionel Luthor and
Lois Lane to put it that way. However, I think as we get closer to the
beginning of the Superman era she will probably fall more into the
background with Lois replacing her and eventually Lana.
