Yep, and they are going to give him boobs and call him Tess. :)
This is from the latest New Zealand issue of TV Guide, so take it with
a large mountain of salt ...
Smallville Actor Leaves Town
----------------------------
Michael Rosenbaum won't be returning to Smallville next
season as Lex Luthor, but producers hail him as "one of
the best actors on TV who has never failed to bring a
new layer to the character of Lex Luthor in every
episode."
A statement from the producers mysteriously added,
"While we won't have the pleasure of working with him
on a weekly basis this season, we like to think that we
haven't seen the last of Lex Luthor. Stay tuned!"
Season eight will introduce a new villian, Doomsday,
who in the DC Comics universe was the only bad guy to
have killed Superman.
Why not? Let's just shave the head of one of the Baldwin brothers?

Isn't this what they did in the Superboy tv show?
(Or are we not allowed to use the S-word?)

I don't think Superboy swapped Luthors. They swapped Superboys, and
simply didn't mention it.
I always thought they should have had Newton play Kent and Christopher
play Superboy. :)
