background character from "Mom and Pop Art"

[Hobbes gy]

saw "Mom and Pop art" today for the first time in quite awhile (one of only 2
episodes I like from that season)

anyway there was a background character during the various art shows I know has
appeared before......But I can't place him..

He looks asian (simpsonified of coarse) with defined muscles , and is wearing a
whoite tank top , black pants and red bandana. and has a beard and mustache

I know i've seen this guy in another episode but can't remember . amy ideas?
