My theory was that Jacob knew whom to touch because
these people are reincarnated versions of someone who
helped him, or loved him, or served him in the past.
He was starting to reawaken the memories of those
people.

I suppose it could be. Maybe the reason they were somewhat "lost" in
their regular lives is that they hadn't reconciled those lives with
their prior lives.
But one problem with the theory is that, rather than tying into other
things we already know, it introduces a whole new branch of philosophy
and "magic powers."
On the other hand, if he knew that these people were important because
he had observed them time traveling at some point in the past, or
because he has a Desmond-like ability to see into the future, that
would tie in more with what we already know about the island.
When he touched little Kate, what year was it? If it was after 1977,
then he might have just known she was important from her trip to carry
wounded Ben to the Others' temple. (She met Richard at that point.)
And Sawyer first met Richard in 1974 (well, actually, the '50s, but he
talked to Richard for longer in 1974), so it wouldn't have been a
stretch for Jacob to decide to visit Sawyer in 1976.
