Watched it tonight. One of my fav episodes.

Perp flees to Canada. Canada won't extradite on a capital case. So the
ADA at the Canadian court drops the charges to just the theft of
stealing the vehicle he used to cross the boarder. Extradition granted.
Once he walks over into the USA he's charged with rape and murder,
capital crimes!
