Because a few years ago, a candidate ran messages that were
negative to the point of borderline racist, which had the opposite
effect the candidate wanted, because it turned people against him, so he
claimed he had nothing to do with making those ads, ("some well-meaning
but mis-guided person in my camp made the ads without my permission")
which I doubt too many people believed, but at any rate, it led to the
candidates putting their official seal of approval on the "nice"
campaign ads. You can be sure that if a candidate runs a nasty ad, he
won't say "I approved this message" so if there's backlash, he can claim
it was made without his approval.

advertising to political candidates at a rate equal to the lowest rate they
have charged any advertiser for an equivalent commercial. Thus, if the
station's best customer is a car dealer who purchases 2000 minutes of prime
time advertising in a year, and is rewarded with a quantity discount, that
station must give all the politicos that same preferrered rate, even if they
buy only one or two commercials in the same time period.
But there is one catch. In order to qualify for the special rate, the
candidate must personally appear in the commercial. He or she doesn't have
to have a significant role. The bulk of the commercial can be done by
professional actors or announcers, regular folks, other politicians,
celebrities, or whatever, as long as the candidate in in there somewhere.
At one time they might have been the one saying "Paid for by Joe Blow for
Congress," but somewhere along the line a candidate said, "I'm Joe Blow and
I approved this message," and it caught on.
Another reason they might say that line it is that the commercial is being
paid for by a political action committee rather than by their own campaign
and they are legitimizing it by noting their approval.
