If memory serves, the budget was cut (or tighter because of the addition
of her). I'm sure it didn't help that everyone was sick and tired of the
show by then and wanted out.

Assuming they remembered they had powers. I lost track of the number of
times I yelled "Freeze them, Piper!" and "Orb their weapon out of their
hands, PAIGE!" as they stood there staring slack-jawed and wondering
out loud what to do next.
