What is proper salutation in letter?

Greetings everyone,

I have to write a business letter to a woman in Taiwan. I want my
salutation to be correct. Please tell me which is more appropriate.

Dear Ms. Shirley Chen

or

Dear Ms. Chen?


I apologize if this may seem trivial. I appreciate any replies.

It doesn't matter. Either is correct, and either will be accepted
appropriately..

After a few meetings, assuming you establish some form of
relationship, "Dear Shirley" will be fine.

But she will wonder over the "Arthur G. Bates III". This is peculiarly
American. Suggest you sign it:
