Here's a question for you.
I recently bought a new Inspiron 537MT with Windows XP Pro installed on it
from the factory.

It does indeed have a restore partition which you access from the usual
Ctl-F11 method upon bootup.

I can press Ctl-F11 and the restore screen does appear with two choices
available as usual, But the mouse doesn't appear to work on that screen, no
mouse cursor, no error.

I've already tried other mice, plugging the mouse into different USB ports,
etc.

The system including the mouse works just fine if I boot into Windows, it's
just this restore screen that has the problem.

Any ideas??

Most likely the mouse driver isn't loaded yet at that point. So that is
okay. There is no pointer on the screen either, right?

Correct. No cursor on the screen at all.

Neither option choice is highlighted either so I can't even choose one with
the keyboard.

Also, the system does not have PS/2 legacy ports on it, only USB ports, so
changing to an old-fashioned PS/2 keyboard isn't an option either.

did you try using the tab key to move about the choices and the space
bar to select the highlighted entry? is the keyboard/mouse connected to
the usb ports on the rear of the system or the front?

Yes I tried the tab key. No effect.

The keyboard and mouse are connected to the usual USB ports on the rear. By
default I usually use the USB ports directly under the on-board network
jack, but I've tried the others on the rear as well.
I have not tried using the USB ports on the front of the system.

Well, I decided to check in the BIOS setup to see if by any chance there was
a USB legacy setting or something similar, but no, there wasn't.

I checked all the other BIOS settings and they all looked fine but just for
the hell of it I decided to load the BIOS defaults.

As usual it took a few tries to hit Ctl-F11 just right to bring up the
restore screen, and when it did, I tried the tab key yet again.
Hmmm, the tab key is now toggling between the two choices! Once I saw that,
I stopped hitting the tab key but of course when I stopped, the wrong choice
was highlighted. I went to hit the tab key again, but it stopped working????

Re-booted the system, after the usual few tries I hit Ctl-F11 just right,
The restore screen came up, and I carefully hit the tab key quickly to
highlight the restore option and hit enter.
The system is now doing the restore.

No idea why restoring the default settings back to what they were anyway had
to do with it, nor do I have any idea why the tab key would stop working
after a few hits.
all I know it that I finally got it to work long enough to do the system
restore.

I'm to tired to care why.

good job. setting the bios to factory defaults was a smart idea. and
it isn't worth figuring out the reason why. but you might consider
flashing it to the latest version a03 that was released in october. it
states support for windows 7 which is good to have for future use but
flashing it may clear whatever issue there may be with the bios.

Thanks. I already checked the BIOS version and it was already at A03.
BTW, the system came with XP Pro installed and with both Windows XP Pro and
Windows 7 Pro 64-bit disks.
