Investigations have begun into the explosion at BP's Texas City
refinery in March, which killed 15 people and injured more than
70. BP America has established a team to investigate the remains
of the isomerisation unit " the part of the refinery that
exploded " and representatives of the US Occupational, Health
and Safety Administration and the Chemical Safety Board are also
on-site.

The accident occurred when the isomerisation unit was in
turnaround " controlled start-up " after a two-week maintenance
shut-down. All of the 15 people killed worked for specialist
contractors carrying out maintenance to the refinery; it is
believed that they were in a nearby trailer discussing the
startup of the ultracracker unit, adjacent to the isomerisation
plant and also in turnaround.

The trailer and a nearby catalyst
warehouse were badly damaged in the explosion and subsequent
fire, BP says.

The causes of the accident are still unknown. The isomerisation
unit converts a low-octane feed into a higheroctane product for
blending into gasoline, and incorporates a raffinate splitter
which fractionates a nonaromatic stream into light and heavy
components. Shutdowns are scheduled every one to two years, with
the current one started in late February to change the catalyst "
a task carried out every ten years. 'It is obvious that a
substantial hydrocarbon vapour cloud came into contact with an
ignition source,' BP says.

The investigation team is currently interviewing workers and
collecting documentation relating to the restart of the unit,
and how the trailers were placed around the various plants
nearby. They are also inspecting the site to verify the state of
the important valves and components at the time of the explosion.
In the next phase of the investigation, the team will look at the
electronic records of the real-time operations data from the
plant immediately prior to the incident, and will use this,
along with other data, to build up a computer model of the
incident.

'At the conclusion of the factfinding phase, we will turn over
to government agencies responsible for investigating the
incident copies of all the data, documents and other information
we have gathered. We have promised them our full cooperation. It
is our hope that this information will help them reach their
conclusions,' states John Mogford, BP America group vice-
president. The analysis phase of the investigation is likely to
take several weeks, says Mogford. 'It is easy to jump to
conclusions but in an incident like this it is important we
systematically understand all of the contributing factors rather
than the obvious ones,' he comments.

Within hours of the explosion of the Texas City oil refinery
that killed 15 and injured more than 100, FBI officials were
ruling out terrorism as a cause.

While terrorism may have played no role in the March 24 BP plant
blast, law-enforcement officials familiar with investigations of
this kind tell Joseph Farah's G2 Bulletin it would have been
impossible to make such a snap determination based on facts

Local police say they don't have the expertise to investigate
something like this explosion and they trust BP and other
petrochemical companies to do the right thing up front.

And yet, with so little scientific evidence available on the day
of the explosion FBI agents ruled out terrorism as a cause,
while admitted it would take federal regulators months to
determine the cause.

"How do you rule out one possibility when you don't have any
idea what the cause is?" asked one federal investigator familiar
with such disaster probes.


The rush to deny terrorism as a possibility is reminiscent of
FBI tactics surrounding the downing of TWA Flight 800 and the
Oklahoma City bombing during the Clinton administration, said G2
Bulletin law enforcement sources. At least two Islamic
terrorist groups have attempted to take responsibility for the
BP explosion in Texas City. But the FBI denies they had any
involvement in the blast.

George W. wasn't a KKK fisherman. But he had a weekend place at
the nearby Rainbow Club, which is as segregated as the old-line
Koon Kreek, where memberships were no longer available when he
showed up in Dallas. But the Bush family has never been racist.
So it was unlikely that George W. would have agreed to play the
race card. The queer card is another matter. That's the card the
Bush campaign played when a highly regarded Republican whom Karl
Rove had helped elect to the state Senate spoke out about the
sexual orientation of some women close to Governor Richards.
"It's simply not part of their culture, and frankly not part of
mine," the senator said of his East Texas constituents, "that [
homosexuality] is something we encourage, reward, or acknowledge
as an acceptable situation." On the other side of the state's
Pine Curtain, the suggestion that the governor had gay
associates was enough to create real doubts among voters. A
whispering campaign that raised questions about Richards' sexual
orientation closed the deal.

No one ever traced the character assassination to Rove. Yet no
one doubts that Rove was behind it. It's a process on which he
holds a patent. Identify your opponent's strength, and attack it
so relentlessly that it becomes a liability. Richards was
admired because she promised and delivered a "government that
looked more like the people of the state." That included the
appointment of blacks, Hispanics, and gays and lesbians. Rove
made that asset a liability.

What worked to defeat Ann Richards in 1994 worked to defeat John
McCain in 2000. As with John Kerry, McCain?s strength was his
stature as a war hero. When he defeated George W. Bush in the
New Hampshire Republican primary, the campaign moved to South
Carolina ? where Bush had to win to regain his credibility. In
South Carolina, with its large population of veterans, McCain
was attacked for his strength. The Republican senator faced a
whispering campaign that implied that the time he spent as a
prisoner of war in Vietnam had broken him, made him so mentally
unstable he was unfit to be president. An ad campaign accused
him of abandoning his Vietnam veterans after he returned home.
Push polls raised the issue of his mental stability. He lost and
never recovered.

Rove insisted he had nothing to do with it. Yet when Dallas
Morning News reporter Wayne Slater reported that the attack on
McCain was similar to what Rove had done to Ann Richards six
years earlier, and to the Texas Democratic attorney general two
years after that, Rove publicly confronted him, shouting and
shoving on the tarmac in front of the campaign plane.

Synopsis: The Earth has been destroyed by a nuclear WWIII. The
uneasy truce brought about by the exhaustion of nuclear
materials has left the United States only partially inhabitable

Hormone treatment has turned Texas into giants and their Mexican
slaves into unhappy dwarves resentful of their fate and ripe for
revolution.

Timeframe: Uncertain, but the war was about 100 ago. The war
itself was probably fought in about 1980, based on internal
references. This means that this guide is set about 2080 to 2100
or so.


Post-war: The War itself was nasty and killed a billion people.
Following the war, the Texans rather quickly expanded into the
ravaged lands around them. They did this with sort of a Manifest
Destiny approach, as the only remaining civilization they had
the right to take over the nation from the barbarians--for their
own good! The expansion of Texas is known as the "Great
Texasward Industrial Migration". Ever since, Greater Texas has
extended from the Nicaraguan Canal to the North Pole, including
most of Central America, all of Mexico, nearly all of Canada,
and all that matters of the former USA. In their rise to
ultimate power the Texans have fought many celebrated battles.
These include the Battles of El Salvador, Sioux City,
Schenectady, and Saskatchewan. They whipped the Cherokees and
the Mexicans, and tied the Chinese and the Russians. Future
plans for conquest include reconquering Cuba, Indochina, Ireland,
Hawaii and Hither Siberia.

PEOPLE

Thanks to growth hormones, the average Texan is a Giant. The
fashion rage these days is to where hokey traditional cowboy
costumes. Imagine a bunch of giant-sized Woody dolls from Toy
Story. They are on average about eight feet tall and about 400
pounds. They are generally tolerant, peaceful, shoot-and-let-
shoot people. They are also generally racist, having little
regard for anyone who isn't white and Texan. Texans are
empowered to enjoy, exploit, and handle liberty. Gun control is
absolute in GT. Everything from penknives to hatpins is
confiscated at the Republic's borders. Claim checks are given.
They have corrupted history somewhat. They have taken famous men
and explorers to America over the past and made them their own.
Thus, it is common to find statues of Leif Ericsson, Paul Bunyon,
John L. Sullivan, Abraham Lincoln, William Randolph Hearst and
Big Bill Thompson in Texas cities. These figures have all been
made Texans and their plaques attest to that. They seem to
worship JFK and LBJ, for some reason. Common exclamations
include, "For Lyndon's sake, that secular saint!" and "By Jack
and Jackie!". The smoking of marijuana is common practice, even
in public. Every male Texan who amounts to anything is
affiliated with a company. Unless they are public officials, in
which case they are affiliated with the government. The fashion
at the current time is circa 1950s cowboy movie. Everyone wears
hats and boots and I'm sure Wrangler jeans and pleated shirts.
It is unsure, but probable that this fashion trend has been
prevalent in Texas since the end of the War.

THE SLAVES

The rest of the population of Greater Texas are nearly all
slaves. They are treated like subhumans for the most part, beat
down and demoralized to the point of ruination. They are allowed
to keep their culture in most areas, but are never allowed to
fully become independent. The groups enslaved include Mexicans,
Indians and Blacks, amongst other lesser races. As the book
deals almost exclusively with the Mexican slaves, I shall keep
most of my comments for them. The "Mexes" are known to be
superstitious. The easiest way to tell a slave is that they are
not white and they are not tall. Not being given the growth
hormones, the dwarf slaves are all a near-universal four and a
half feet tall and hunchbacked. Female slaves are treated even
worse. A female Mexican must have ten times the brains of a male
to get anywhere in life

RELATIONS WITH NEIGHBORS

As the prime power on the planet, Texas has dealings with nearly
all the surviving nations. The "furry Russians" are still their
main enemy. There is often conflict in the border regions in
Canada. Texas is riddled with Russian spies. A major war is
brewing and it just a matter of time. The "drumming Africs" also
visit occasionally.

GOVERNMENT

The government of Texas is strange. Presidents are not voted out
of office, they are ceremonially assassinated. This is in
keeping with the John F. Kennedy example of politicians
courageously taking a bullet when their term is up. This has
apparently been the regular course of things up until the
current president (see below). There are no elections for
president anymore, just a transfer of power to a political rival
via the bullet. A body known as the "Establishment Council"
apparently picks the next president, it is then up to the
sitting president to nobly take the bullet.

TECHNOLOGY

Technology in Texas is rather advanced. It is about 30 years
advanced from what we have today in 2004, though that is an
arbitrary number. This technology, however, is often confined to
the wealthy, the military, the government and industry. The
common people are often no better off than poor people today,
and in many cases worse.

The hormone: The growth hormone that makes Texans so big is a
closely guarded secret. The lower orders of society have not
grown up enough yet to be trusted with bigness. The Russians
have developed their own version.

Explosion Reported in Texas City

Texas City residents reportedly felt an explosion just after 1pm.
It's believed the explosion occurred at the BP Amoco plant on
Highway 146 at Texas Avenue. There's no word on what caused the
explosion, or any injuries.

I think that you need to change the constitution because what
the US is doing is totally unconstitutional. If you don't want
to be secular any longer, you need to change the constitution to
reflect that change.

You don't have a democracy here in the United States because you
drug your own leaders like you drug the Russians and the rest of
the world. It is a shame of what you have done of democracy and
it is even a bigger not only shame, but, rather, a joke that you
suggest to countries around the world that you are democracy.

I am a public, yet a private figure, that has been watching
people around me die from drugs and from a machine that is able
to give you a heart attack for the past 30 years.

The CIA ordered a hit on my father 2 months ago and yes, I am
pissed off. They also sent people to tell me that I am to give
in to their demands and tell lies that I have been workng for
the moslems. What were those idiots thinking? Who do you think I
am, Gorbachov?

The CIA disgusts me and it pissed me off even more when people

Last night in chat, I heard that some Russians in Texas have
been boycotting RE shows ever since, some time ago, their
friends danced onstage for the band and then, despite requests,
the band "refused" to sing even one song in Russian. I don't
speak Russian, but I'd like to hear at least one song a show,
and preferably one song per set, in Russian. Does anyone else
feel this way?

Yoke is not just your run-of-the-mill guitar-smashing, Russian-
speaking, Hendrix-quoting, surrealist-poetry-spouting bar band.

and see in its live show will be a little different. The songs
on the CD are intense, guttural ruminations, like "I'm Never
Always Happy" (hear it on RealAudio or MP3). If you're a
westerner, the brooding growl may remind you of Leonard Cohen or
Serge Gainsbourg, but it makes Russians think of communist-era
dissident singer Vladimir Vissotsky, Muratov's musical idol. The
grimly fatalistic lyrics (a Russian specialty, don't you think?)
translate to something like:

full flavor, Muratov insists.

"It's kind of metaphorical. There's no straight story ? it's all
about associations, what you're going through. A lot of Russian
people who are living here, they can relate to it," he says. "It'
s hard for me to explain from Russian because it's like a
labyrinth. You're going through the words and the answer is
always something different."

"I was surprised," Muratov remembers. "Each time he put it on
and he started singing, everybody was shocked because it's
completely different but it fits really well."

After 10 years away, lyrics like these are not exactly related
to the feelings of living in Russia anymore - they're personal
statements about his experience as an immigrant, an artist and a
human being in the city.

"Each song is about something different. One is about a hangover.
One is about your girlfriend left you but you try to keep on
going," he says.

"It's more connected to New York, because I am here and I write
what I see. Except I write in Russian."

The results of research on HLW partitioning performed in Russia
are presented. To substantiate the feasibility of HLW
partitioning process, the basis of concept on management of long-
lived radionuclides are considered. This concept envisages the
separation of HLW into individual fractions, which will make it
possible in the future to implement, along with geological
disposal, the transmutation process as a radical method for
management of the most hazardous nuclides. Such approach
requires radio ecological substantiation for recovery degree of
radionuclides to be transmuted on the basis of the only
criterion, i.e. reasonable risk with allowance for natural and
artificial barriers to confine radionuclides within a rock
massif block. The report summarizes the data on the Russian
studies of partitioning of long-lived radionuclides. It includes
the description of modified Purex-process which enables to
localize Np, Tc and Zr in I extraction cycle. As to reprocessing
of high-level raffinate of I cycle, the achieved indices on
recovery of Cs, Sr, U, Np, Pu, TPE and RE are under
consideration with the use of chlorinated cobalt dicarbollyde,
phosphine oxides, crown-ethers, bidentate extractants and
ferrocyanide sorbents. It is shown that the testing of some
efficient processes for separation of long-lived radionuclides
has progressed in Russia to a pilot industrial scale. Further
efforts of investigators and technologists are aimed at higher
recovery degree of HLW components.
