Dodging Child Support Payments Gets Tougher
Nebraska, Iowa Cooperating On Child Support

OMAHA, Neb. -- Iowa and Nebraska are combining forces to track down unpaid
child support.

Agencies from both states announced Tuesday that they'll work together to
get back payments to the families who are owed. It is a coordination
effort six months in the making.

"About two-thirds of child support ordered through the court actually is
collected," said Kevin Concannon, the head of Iowa's Department of Health
and Human Services. "But that (remaining) third is people who evade their
responsibility."

The system works by giving both states access to each other's computer
records. Enforcement workers talk with each other every day. Other states
are watching the partnership as a model of what's possible.

Studies show that another benefit to child support is that a parent who
supports a child financially is also more involved in their life.

Well, yeah, we were out shooting in a field near here and my buddy put a
12 gauge slug through one of those little Colman-type propane tanks at
about 30 yards. It made a big noise and a cloud. Next time we're going to
use a steel bullet - and try to go for the "explosion" effect.

Anyway, I posted the article because I thought that John Riggs would like
it.

Thanks, Fido. Now find me something that shows this schmuck Concannon
being run out of town on a rail in Maine and I will have one more piece to
my recruitment if Nebraska assistance..
Not having that evidence in my hands makes it questionable....so send on
that information you worked so hard on.

Well, Concannon's biggest sin was the Logan Marr foster case. They did a
Frontline documentary on it, it was a result of Concannon pushing for
foster care placements becuase of the federal reimbursements.

It was a tragic case, the DHS and Concannon responded with arrogance
bordering on surrealism.

Concannon has brought his "super buraucracy" attitude into the child
support arena, going the wrong way on paternity fraud, vistation and due
process to deal with agency issues. A few years ago he bashed me in the
Portland paper here.
