Moreover, it's not likely they'll complain when New Year's Day becomes

perfusion. It has been hypothesized that acid pH promotes local
invasive growth and metastasis. The hypothesis that acid mediates
invasion proposes that H+ diffuses from the proximal tumor
microenvironment into adjacent normal tissues where it causes tissue
remodeling that permits local invasion.

In the current work, tumor invasion and peritumoral pH were monitored
over time using intravital microscopy. In every case, the peritumoral
pH was acidic and heterogeneous and the regions of highest tumor
invasion corresponded to areas of lowest pH. Tumor invasion did not
occur into regions with normal or near-normal pH. Immunohistochemical
analyses revealed that cells in the invasive edges expressed the
glucose transporter GLUT-1 and the sodium-hydrogen exchanger NHE-1,
both of which were associated with peritumoral acidosis.

In support of the functional importance of our findings, oral
administration of sodium bicarbonate was sufficient to increase
peritumoral pH and inhibit tumor growth and local invasion in a

Actually this factoid is right but the process is misconstrued and is
wrong. Most all "charged user fees " must go into the general fund
and then be budgeted back to the agency which requires the funding to
operate. Much of the US budget is automatic retransfer of funds, thus
bloating the overall budget.

The 2006 agreement required up front payment for the fees for
processing rather than payment at the end of lengthy process. This
allowed the transfer of funds at the time of processing rather than
waiting for the next years budget to go into effect.

The same type of fee process now exists with about 1/3 of all
government regulators in the US.

HE is for example:

You own a piece of land and wish to buy a home. You hie an architect
and building contractor. The Architect draws out the plans and makes
sure they fit the build codes. Then you submit them to the planning
commission in the jurisdiction which oversees your land. This
building commission in most places charges a review fee, The review
fee goes into a general fund. The building commission will get their
fees in the next fiscal year for the work they did reviewing your
plans.

If the building commission worked under an agreement plan like the
2006, the general fund you immediately transfer the funds back to the
building commission to pay for the workers to actually review the
plans.
