WASHINGTON, D.C. -- The agency which brought you the "do not call"
registry - thus bringing a measure of peace to American dinner tables - has
now decided to tighten rules restricting prerecorded telephone sales calls.
It all started with the telemarketing industry, which uses automatic dialers
that shunt calls to sales people.
The industry asked the Federal Trade Commission to allow them to play a
prerecorded message if a live sales agent was not available.
The FTC considered the change, said Allen Hile, assistant director for the
division of marketing practices.
"We got a tidal wave of comments of people saying 'Are you nuts?'" Hile said
in a telephone interview with media Tuesday.
The result is a rule that requires telemarketers with prerecorded calls to
give consumers a way to opt out, the same way that they can now ask live
sales agents to refrain from calling again. This goes into effect Dec. 1.
And, as of September 1, 2009, the telemarketer must have consumers' written
consent to telephone them at all.
The commission's wildly popular "do not call" registry, which was signed
into law in 2003, allows people to put their telephone numbers on a list of
numbers that telemarketers are barred from contacting.

The politicians exempted themselves (and party phone banks, of course),
and non-profits (Red Cross, Bleeding Heart Society, ACLU, Church of
the Setting Sun on Mount Fiji).

I can't see the politicians ever agreeing to let us ot out of these calls!
for some reason we have received very few of them at our current address.
sure wish I knew what we are doing right! LOL
one friend decided during our gubernatorial race 2 years ago, that she would
NOT vote for the first candidate she received a call from. As it happened,
that first & very early cal came from the candidate she really disliked
anyway.

we've been on it. too, and we still get annoying ones from local non-profits,
such as the FOP, groups that say they are buying circus tickets for kids,
etc. (Mind you, circuses never come near our corner of the state!) They
have a gift for calling while I'm trying to take a nap, too! LOL
Somehow those calls annoy me the most, I supose from some guilt factor.
Between our churches, various national/international charities & a number of
local efforts, we donate enough that I have *nothing* to feel guilty about.
It must be that "undreprivileged children" angle. We refuse to donate to any
unknown organization that calls us out of the blue anyway. Just an
invitation to having your credit card info stolen by neferious
folk...............

There was an article in todays paper that the powers that be, are trying
to pass an additional law or laws that would put a stop to all of the
prerecorded sales type messages and another law that is trying to put a
stop to at least the pre-recorded campaign type messages. That would go
a long way in helping the constant unwanted disruptions.

I get those calls too, Ann. They are most annoying and I _have_ asked
them, when I get a hold of a human, to stop calling and they just hang

That's one thing I love about having caller ID. When I first got my
phone here in Bellingham, they had a special package and I had to choose
three features that I wanted out of about 10. One that I chose was
caller ID and I love it. If I get those calls, I can report the phone #
to the do not call list.

Not all of them have numbers that show up even when you have caller ID.
This credit card company that I was mentioning that Ann also hears from,
their calls show up on the caller ID with all 0s. IE: 000-000-0000 and
no name at all, it just said Alaska on the caller ID.

Two more warnings: (1) Never donate when someone says they'll
come by to pick up a donation, and (2) Never donate to a "fire"
or "police" organization. They NEVER use phone banks to solicite
for sports leagues/youth groups or burn/rehab centers.
... Only adults have difficulty with child-proof bottles.

Ah, good advice indeed. There was some group calling a lot around here that
said they were something like the Michigan Sheriff's Assoc. Turned out the
money was technically going for the types of activites they described, but
only in a small area of SW Michigan - no benefit at all for NE Michigan!
I've been getting ones saying something about "you are paying too much in
interest on your cards, press 1 to find out how to lower that amount". As we
always pay in full, I hang up the moment I hear the word "interest" now. I
wish it were a live person so I could give them the dickens about calling us!
The only thing we pay interest on is Mike's student loans and that is so low
it's laughable.
I hate those political recordings. If they can't afford live people to do
them and be available if we have questions, then stay the heck off of my
phone. I'm not going to listen to any recording. Then there are the ones
with a little recording that starts out "Do not be afraid. We just want to
give you the chance for a lower interest rate......press 1 if you would like
to talk to a representative or 2 if you would like your number removed from
our list." 2 never works as far as I have seen, and I'm not going to talk
to any representative.
Sorry to rant there.

There are illegal machines that allows callers to fake their
numbers.
The ones who make me laugh fake an 800- number, which are
for people like you and me to call a business - not for
a scammer to call you.
Their IQ is probably just a few digits above numbnuts tommy.

Mary and I have been debating a 45- to 50-year-old FTC rule that
a recipient of unsolicited merchandise (return address labels,
religious medalions, etc.) can use them FREE.
The most outragous were the scum-of-the-earth who cut obits out
of newpapers, laminate them and send them - along with a bill -
to the grieving family.
Nowadays, no payment required. No return to sender required.
We have been thinking of using unsolicited blank checks we receive
from Chase and BofA. <VBG> Would the FTC rule apply here?

My kids were very good green light watchers. Go! they say as soon as it
turned green. I don't know how many times I had to repeat the scientific
rule that two objects cannot occupy the same space! This was when there was
at least one car ahead of me. LOL
