If these figures are correct, then the Alliance has about three
hundred billion troops, an unknown amount of equipment and about
66,666 capital ships, of which about 1,667 are cruiser-class
warships.
To put this in proportion, the Alliance fleet is more than eight
times larger than the largest reliable estimate of the Federation
Starfleet, with a number of cruiser-class vessels just less than
7/8 the size of the standard estimate. Keep in mind that this is
JUST Alliance Cruisers (equivalent to an Imperial Destroyer).
The smaller ships that are equivalent to Federation vessels (like
the Rebel Assault Frigate, Nebulon-B frigate and Hammerhead
corvette) fall into the larger group of 65,000 ships.
So even the small, rag-tag fleet of the Rebel Alliance is quite
impressive. And the New Republic Navy is more impressive yet.

That has to be Rebel Propaganda. It was written by the Rebels,
after all. If they had 15 to 1 deficiency only in ships, then
they'd have around 20 million capital combat starships.
HOWEVER.... If it's a 15 to 1 deficiency against the primary
Imperial Navy, then they'd have around 335 ships larger than
ISDs and around 2,000 smaller than ISDs.
Remember, the Imperial Navy and the Imperial Starfleet are
seperate.

Yes it is.. I explained it in detail. The Empire has to spread
it's forces out to protect 51 million planets; According to a
collection of sources, the Rebellion have 11 planets, 8 of which
were unknown to the Empire.

Why? They have to seperate, or else the ratio cannot exist and
the Empire still be capable of guarding it's planets.

are 25,000 ISDs in the navy lists later on around 640,000 in
it's fleet OOBs.

This makes me think again that 25,000 ISD's is the HIGH limit for the
warship count for the galactic empire. Millions of them if just way way too
much for the Rebels to ever have even though about going against.

Which makes me think the imperial navy and starfleet are in fact one in the
same, not seperate entitys.

I know. I read it in detail as well, however I found your conclussions
flawed (If honest). I'll try and email you what I think.

They are not. Hell a lot of the core planets that we see throughout the
novels don't have a perminant Imperial Naval presence, and have to call for
help from the local sector command.

Simple. The order of battle is what they WANT their naval size to be. Not
what it IS. The WHOLE idea behind the Death Stars was that they were 'Years
away from having a force large enough to secure all systems simultaneously.
Rule through the FEAR of force RATHER then THROUGH force. This is all
outlined in the Tarkin doctrine in the imperial sourcebook.
It is simple to see that when they get to FULL STRENGTH THEN they will
probably have that amount of ships. However it NEVER got there. if we take
the 24 SD's per sector and times it by the number of sectors given in TPM,
we get low and behold 25,000 more or less.

The Empire does not have to spread its forces thanks to hyperdrive. It
could potentially station them all at Coruscant and still have them
anywhere in the galaxy in 48 hours. Spreading them over (say) 100,000
worlds and the response time would be only a few hours.

There are two others;
1) Ignore the OOB. This makes sense when we have several official novels
using the 25,000 figure.
2) The text around the OOB states several times that naval organisation
varies considerably, and is usually under-strength.
