OT: are most Skins players permanent residents in DC area?

For tax purposes, I would think it would be beneficial to live in a state outside of the DC area that has low or no state income tax. But I'm not sure how all of that works. Also, is the Redskins franchise based in VA (Ashburn) or MD (FedEx Field)? Not sure if that would be an issue since the state income tax could be based on where you live or where you work.
