No disagreement. Unfortunately, I don't think it's possible to get a
moderator Just Because this is a public newsgroup.
The only way to get "moderation" is for Someone with enough time and
resources to set-up a PRIVATE "newsgroup" site and, even then, PRIVATE
"newsgroup" sites aren't immune from spamming, etc.
Therefore, we all have to do our best to ignore the obvious spam and
avoid feeding the "trolls" (both on- and off-topic) who occasionally
pass through...
