Orlando Sentinel had an article on a PV installation at the local
power plant, to be operated by the contractor. It mentioned that the
current price was $2 a watt and the panels were 185 watt. Couple of
years ago it was $5 a watt. Things are getting better?

No. There is none availaible over the counter, for sure. At the moment, all
of the production is sold to private investors who contributed to its
capital.

However, you can register on the waiting liste for end users :

Read their blogs again. They are not available for years, yet. They are tied
up shipping to an invisible country in Europe until about 2018. All
vapourware.
