saw fit. That is, if we even think someone is a threat to us, we'll
attack. Obama denied the concept of preemptive war, saying that we
will use force only as necessary and only after careful deliberation
-- "only as necessary" and "only after careful deliberation" are alien
concepts to the rightwingers. That's why the rest of the world is
pleased with President Obama. Not that the rightwingnutters want us
to understand the difference -- they just want to whine about poor ol'

I don't see a denial of preemptive war there. I see "necessary" and
"careful deliberation". If those two things say, "preemptive war", then
I believe the United States will engage in preemptive war.

The American nuclear retaliatory force kept the United States safe
from attack. But then, the United States wasn't particularly at risk
from attack in the first place except from the Russian nuclear
