Bullshit.  The government is never constrained to define, let alone
act to ensure "a positive impact on the nation as a whole".  That the
government claims the right to refuse to allow business activity
unless it approves doesn't mean that it's doing so on the basis of the
"nation as a whole" even if that were definable.  As usual claims of
this nature are made for propaganda purposes and for no other reason.
