Jan 4, 2010, approx 11:10 AM, I Raymond Ronald Karczewski�, stipulate
to the facts that I was travelling home on my privately owned Piaggio
Motorscooter returning from miscellaneous chores in the town of Cave
Junction Oregon. I was not engaged in Commercial Activity, but merely
travelling home as is my Unalienable Right to LIberty, which includes
the right to travel.

Passing Shop Smart parking lot, I observed a JOSEPHINE COUNTY SHERIFFS
PATROL CAR PARKED on the private property lot in such a position as to
indicate he was working traffic.

I proceeded to the Rv Park I call home, periodically checking the rear
view mirror to see If the patrol car followed me. Nothing was
observed. I stopped at the office and paid my monthly rent, after
which I went to the Park Rest room, parking the motorscooter in front.

Shortly I emerged to find Deputies Rarey and Geigen with their patrol
cars boxing in the bike. Rarey called me by name as he was familiar
with the long standing violation of my Rights by the JOSEPHINE COUNTY
COURTS AND SHERIFFS OFFICE. Said he was writing me up for driving
while suspended. I told him several times, the information he was
acting upon was false. I had rescinded my driver license in 1999, and
since then there was no license to suspend.

The fraudulent information the JOSEPHINE COUNTY SHERIFFS DEPUTIES are
relying on via computer, can be traced to a notice of suspension I was
coerced into signing in the court of Judge BAKER at a Sentencing
Hearing wherein I continued to challenge JURISDICTION and refused to
accept such offer of sentencing, which would have granted the court
the necessary JURISDICTION, the State and County have not been able to
Prove. Judge BAKER assured me that signing the notice of suspention
was not an admission of guilt, Former District Attorney CLAY E.
JOHNSON, began to tell the judge how to do her job, indicating that he
wanted that notice signed or I would not be released from jail. Listen

waived my rights nor granted the court JURISDICTION. It must be
noted that DISTRICT ATTORNEY CLAY E. JOHNSON, was forced to take an
early retirement, as was JUDGE ALAN H. COON, JUDGE GERALD NEUFELD, and
former SHERIFF DAVE H. DANIEL, all because of their criminal and
fraudulent prosecution of my case.

I told Deputies RAREY and Geigen that had they stopped me on the
hiway, they would have been infringing upon my right to travel, an
unalienable Right guaranteed to all by our Creator., but that they are
unlawfully stealing my private Property, the Piaggio Motoscooter,
because the STATE of OREGON and COUNTY OF JOSEPHINE had no interest in
the mc since it was not registered with the state. The States
authority to impound comes from the States Prior claim to all
automobiles by the Trust they hold via the Licensing process.

I had Rarey examine all paperwork, including the MANUFACTURERS
CERTIFICATE OF OWNERSHIP, UCC-1 Financing Statement showing my
supreme claim over the TRADEMARK/TRADENAME, ALL CAPITAL LETTER SPELLED
JURISTIC PERSON, removing any jurisdiction they may assume they have
over this Living, Breathing, Flesh-and-Blood, Sentient, Natural man,
one who is not a surety or accomodation party for the debts of the
perceived Juristic Person. In other words, I was not subject to the
corporate policies which regulate Commercial Traffic. Both deputies
admitted they were well aware of my past contacts with the State of
Oregon and County of Josephine but continued with the citation process
while I sat handcuffed.

They had no right to impound the Piaggio motorscooter, and clearly
their actions amounted to an ACT OF PIRACY, Especially since there
was no traffic stop made on the public highway, and they were
removing the bike from private property, (the second such removal from
the RV park that morning) where they had NO JURISDICTION to enforce
Traffic Regulations. No crime was committed, nor did they have
"Probable Cause" for their action, aside from perceived immunity from
prosecution for committing the act of Piracy.

Additionally, RAREY entered false information on the citation,
claiming the stop occured on Hiway 199 at 11:33 am, near Rockydale
Road. when It was nowhere near that location, as the contact,
confrontation, and theft (Piracy) by them occurred closer to 11:55
am. on the private property of the RV Park.

Here are the Ten Maxims of Commercial Law that binds all Corporation
and their Agents. This includes all Corporate Persons, such as
JUDGES, DISTRICT ATTORNEYS, AND DEPUTY SHERIFFS..

10 Maxims of Commerce

1. A workman is worthy of his hire.

2. All are equal under the law (both moral and natural law).

3. In commerce truth is sovereign.

4. Truth is expressed by means of an affidavit.

5. An unrebutted affidavit stands as the truth in commerce.

6. An unrebutted affidavit becomes the judgment in commerce.

7. A matter must be expressed to be resolved.

8. He who leaves the field of battle first loses by default.

9. Sacrifice is the measure of credibility (if one has neither been
damaged nor incurred a risk, and is unwilling to swear an affidavit --
i.e., "true, correct, and complete," the commercial equivalent of, "
the truth, the whole truth, and nothing but the truth" -- on his
unlimited commercial liability for the veracity of his statements and
the legitimacy of his action, he has no credibility, and therefore no
basis for asserting claims/charges or claiming authority).

10. A lien or claim can be satisfied only through rebuttal by
counteraffidavit point-for-point, resolution by jury, or payment.

Clearly, Law Enforcement, Prosecutors and Judges are not exempt from
following the law they enforce on others. Keep these Maxims of
Commerce in mind as you read the 23 questions of JURISDICTION that I
have challenged the courts, Judges, Prosecutors, and Sheriffs to
answer under oath or affidavit. Questions which all JUDGES,
PROSECUTORS AND COURT ADMINISTRATORS, AND SHERIFFS have avoided like
the plague. It is clear they cannot answer the questions under oath
or affidavit since they would either commit perjury or admit that
Traffic enforcement upon unlicensed, unregistered, Living, Breathing,
Flesh-and-Blood, Sentient Natural Men and Women is a MULTI-BILLION
DOLLAR SCAM on the American People travelling on the publicly owned
highways.

1. PROOF OF CLAIM on how the Oregon Constitution operates upon me,
Raymond Ronald Karczewski�, a living, breathing, flesh-and-blood,
sentient, natural person, the private man.

2. PROOF OF CLAIM on how the State statutes by and through the
Oregon Legislature and the DMV operate upon me, Raymond Ronald
Karczewski�, a living, breathing, flesh-and-blood, sentient, natural
person, the private man.

3. PROOF OF CLAIM that the name appearing on the charging
instrument, in capital letters; RAYMOND RONALD KARCZEWSKI, is not a
corporate fiction, but is the name of the living, breathing,
flesh-and-blood, sentient, natural person, the private man in his
private capacity.

4. PROOF OF CLAIM that the Oregon Revised Statutes (ORS) describe
any other class of license other than for commerce or for commercial
trade, occupation or profession.

5. PROOF OF CLAIM that this private man is specifically named in
the Oregon State Statutes and more specifically ORS cites as applied
in this matter. (See the PEOPLE v. HERKIMER, 15 Am Dec 379, 4 Cowen
(N.Y. 345, 348 (1825)

6. PROOF OF CLAIM that the STATE OF OREGON, in its Corporate
capacity, has Jurisdiction over this living, breathing,
flesh-and-blood, sentient, natural person/private man, the Secured
Party, Raymond Ronald Karczewski� in his private capacity unless
consented to, and/or contracted for, by that natural person/private
man.

7. PROOF OF CLAIM that the COUNTY OF JOSEPHINE, in its Corporate
capacity, has Jurisdiction over this living, breathing,
flesh-and-blood, sentient, natural person/private man, the Secured
Party, Raymond Ronald Karczewski� in his private capacity unless
consented to, and/or contracted for, by that natural person/private
man.

8. PROOF OF CLAIM that all "Officers of the Court," which
include members of the JOSEPHINE COUNTY DISTRICT ATTORNEY'S staff, are
under oath of office to support and defend both U.S. and OREGON
Constitutions.

9. PROOF OF CLAIM that Deputies and/or Jail Staff, in their
capacity as Agents for the CORPORATE JOSEPHINE COUNTY SHERIFF'S
DEPARTMENT, are bound by their oath of office to support and defend
both U.S. and OREGON Constitutions.

10. PROOF OF CLAIM that the CIRCUIT COURT OF THE STATE OF OREGON
FOR JOSEPHINE COUNTY, in its Corporate capacity, has Jurisdiction over
this living, breathing, flesh-and-blood, sentient, natural
person/private man, the Secured Party, Raymond Ronald Karczewski� in
his private capacity unless consented to, and/or contracted for, by
that natural person/private man.

11. PROOF OF CLAIM of the existence of the liability and how it
was created.

12. PROOF OF CLAIM of what 'state' the liability came from, the
de jure state ('The State') or the de-facto state ('This State'), a
mere corporation.

13. PROOF OF CLAIM that the State of Oregon DEPARTMENT OF
TRANSPORTATION, DMV, through its Administrative Drivers Licensing
process, has Jurisdiction over this living, breathing,
flesh-and-blood, sentient, natural person/private man, the Secured
Party, Raymond Ronald Karczewski� in his private
capacity unless consented to, and/or contracted for, by that natural
person/private man.

14. PROOF OF CLAIM that in my private capacity, that I, Raymond
Ronald Karczewski�, a living, breathing, flesh-and-blood, sentient,
natural person, the private man, is subject to Class A, B, and C
commercial driver license.

15. PROOF OF CLAIM that the State of Oregon via the DMV sells any
other �driver� license.

16. PROOF OF CLAIM that the Motor Vehicle code does not operate
upon all �drivers� of �all� vehicles owned or operated by �the United
States,� �this state,� �or any county,� �city,� �district,� �or any
other political subdivision of this state� � and thus operates upon
this private man. (see ORS 801.020)

17. PROOF OF CLAIM that my �private' vehicle is not a
�recreational� vehicle that is operated solely for personal (private)
use. (see ORS 801.208)

18. PROOF OF CLAIM that my �private' vehicle is used for the
transportation of persons for compensation or profit, or designed or
used primarily for the transportation of property (for hire). (see ORS
801.210)

19. PROOF OF CLAIM that Raymond Ronald Karczewski�, a living,
breathing, flesh-and-blood, sentient, natural person, the private man,
was a licensee at the time of the �stop� to subject himself to the
motor vehicle code by agreement and as a signatory. (see Vehicle
Traffic Law, 1974 Rev Ed., page 238, 239)

20. PROOF OF CLAIM that, �In view of this rule a statutory
provision that the supervision officials �may� exempt such persons
when the transportation is not on a commercial basis means that they
�must� exempt them, generally applies in this matter. (State v.
Johnson, 243 P. 1073; 60 C.J.S. section 94 pg 581)

21. PROOF OF CLAIM that Raymond Ronald Karczewski�, a living,
breathing, flesh-and-blood, sentient, natural person, the private man,
does not have the right in light of ORS 801.305.

22. PROOF OF CLAIM that the �entity� bringing forth this claim can
testify on the witness-stand of the same and bring all relevant
evidence.

23. PROOF OF CLAIM that the prosecutor, as an agent of the State,
has established a �liability bond� in this action to indemnify Raymond
Ronald Karczewski�, a living, breathing, flesh-and-blood, sentient,
natural person, the private man, in the event of any damnification.

To this date, NO ONE STATE OR COUNTY CORPORATE GOVERNMENT WILL
answer those questions over this Living, Breathing, Flesh-and-Blood,
Sentient, Natural Sovereign Man. Crimes have been committed by the
Secretary of State's office in the unlawful removal of records in his
custody. I have addressed these questions of criminal conspiracy all
agents of the State and County who have authority to speak to theses
matters Including Governor KULONGOSKI, Attorney General, HARDY MYERS,
JUDGES ALLAN COON, GERALD NEUFELT DISTRICT ATTORNEYS, CLAY E. JOHNSON,
AND STEPHEN CAMPBELL, SHERIFFS DAVE H. DANIEL, AND GIL GILBERTSON,
STATE OF OREGON
.
Here is a list of such defaults that are by no means ALL-INCLUSIVE.
This scandalous behavior by those we entrust to protect us has been
going on for me for the last 7 years.

Pay particular attention to the YUNKER FILE An impound hearing Court
Judge who was to render a decision within two weeks of the hearing.
No such decision was ever rendered. I have still yet to hear from him
via letter of his decision. He, like all the others have taken the
STONEWALLING route, rather than follow the law, This is what goes on
in the Streets, Courts, and Hearing Room in the STATE OF OREGON and
COUNTY OF JOSEPHINE.

Now, as to my status which remains beyond the JURISDICTION of the
Corporate policies which masquerade as "Color of Law" the following is
already in the hands of the CRIMINAL COURT CLERKS RECORDS, JOSEPHINE
COUNTY DISTRICT ATTORNEYS OFFICE AND SHERIFF'S DEPARTMENT but bears
repeating.

I, Raymond Ronald Karczewski�, a natural born American citizen, am a
common man of the Sovereign People, arising under the original
jurisdiction of the de jure Constitution of the united States of 1789
as amended by the qualified electors of the several States of the
American union and the Northwest Ordinance of 1787 for the Territories
of the de jure united States.

I, Raymond Ronald Karczewski�, a Living, Breathing, Flesh-and-Blood,
Sentient, Natural Man, am the Secured Party/Creditor, Holder in due
course, and Authorized Representative for the Juristic Person RAYMOND
RONALD KARCZEWSKI�, I am not an accommodation party nor a surety for
the debts of RAYMOND RONALD KARCZEWSKI� .

I, Raymond Ronald Karczewski�, am held harmless by RAYMOND RONALD
KARCZEWSKI� in HOLD HARMLESS AND INDEMNITY AGREEMENT NO:
RRK-050302-HHIA, dated the Third Day of the Fifth Month in the Year of
Our Lord Two Thousand and Two, against all claims, legal actions,
orders, warrants, judgments, demands, liabilities, losses,
depositions, summonses, lawsuits, costs, fines, liens, levies,
penalties, damages, interests, and expenses whatsoever, both absolute
and contingent, as are now due, and as might become due, now existing,
and as might hereafter arise, and as might be suffered by, imposed on,
and incurred by RAYMOND RONALD KARCZEWSKI� for any and every reason,
purpose, and cause whatsoever. Said Hold Harmless and Indemity
agreement is filed with the Josephine County Criminal Court Clerk's
office.

This Living Breathing, Flesh-and-Blood, Sentient, Natural Man is fed
up with the unlawful, Unconstitutional, Rights Infringment tactics of
a corrupt Corporate Security force (Sheriff's Department) backed by
an Unconstitutional Administrative Court and prosecutors, who are
quick to arrest, cite, and incarcerate, yet have not, will not, avoid
like hell answering the simple fundamental questions of their asserted
but not proved JURISDICTION over this living, breathing man who is
not a surety for the debts of the JURISTIC PERSON, the Legal Fiction,
the ONLY PERSON over whom the Courts do have jurisdiction.

Sheriff GILBERTSON and Mr. BRUST, as Sheriff and Trial Court
Administrator for the County of Josephine, Oregon, you will remember a
similar Traffic Stop made upon my private automobile by Grants Pass
Police Officer Dennis Burge, on September 20, 2007 as he also
infringed upon my Right to Travel in my urgent run to the Hospital
with my wife who had suffered from a fall. See:

I did not appear in court, maintaining the Traffic Laws under which I
was stopped, and handcuffed DO NOT APPLY to any Living, Breathing,
Flesh and Blood, Sentient Natural man/woman traveler, traveling in
their privately owned automobile who is NOT LICENSED NOR DISPLAYS
REGISTERED STATE OF OREGON PLATES and IS NOT ENGAGED IN COMMERCIAL
ACTIVITY. I did not appear in court, nor was I arrested for failure to
appear.

The police Computer claimed I was driving while suspended, yet after a
thorough radio check, the handcuffs were removed and I was allowed to
continue on my way to the hospital. On another occasion, the same
bogus computer information was given to Deputy Ed Coney, yet he did
not impound the automobile and allowed me to continue. Does your DWS
policy have a hole in it or has the conning of Oregonians by their law
enforcement agencies and courts been exposed? The Jig is up. The
exposure of conning of the American People is complete. I submitted
the same questions as those below to Chief Henner of the Grants Pass
Public Safety Department, and the Trial Court Administrator at the
time. Predictably, they avoided answering the 23 questions of
Jurisdiction submitted and therefore stand in Commercial Default in
the amount of $2,000,000.00 Dollars.

The question arises, why do I not FORECLOSE on the many and varied
outstanding Commercial Default Judgments. The answer is quite simple.
The Oregon Courts do not follow the Law, the Supreme Law of the Land,
the Constitutions. Nor do they follow Common Law. They routinely
commit fraud in prosecuting individuals through consent and contract
via trickery and deceit. They have STONEWALLED, me one man, but they
cannot stonewall THOUSANDS of unlawfully prosecuted individuals who
wake up to their true POWER as a Sovereign Man/Woman of the People.
It requires the attention of thousands of Oregonians and perhaps
Millions of Americans sufficiently outraged at a government which
snubs their noses at the U.S. Constitution and Common Law.

If the Sovereign People of Oregon and these united states of America
understood the importance of this question of Government having
Jurisdiction over Fictional Juristic Persons only, or over those who
have willingly waived their rights and consented to granting the
courts jurisdiction, THOUSANDS of innocent people languishing in
prisons all over America today would be set free because of criminal
fraudulent actions committed by judges and prosecutors throughout the
land.

This issue of government proving it has jurisdiction over Living,
Breathing, Flesh-and-Blood Sentient men and women who steadfastly hold
to their Rightful position as those of the Sovereign People goes to
the very heart of Freedom in our land.

It is as important as the IRS law that doesn't exist which has put Ed
and Elaine Brown in prison for asking the courts to SHOW THEM THE LAW.
In my case I demand you answer in writing as the law demands, your
PROOF OF JURISDICTION over me, this Living, Breathing,
Flesh-and-Blood, Sentient, Natural Man who is not a surety for the
debts of the Juristic Person which sounds like my name.. Not a single
agent in the employ of the State of Oregon and/or County of Josephine
has answered those questions since they were demanded of the court and
prosecution from the very first appearance September 6th, 2002, to the
last in this issue today, January 4th, 2010..

I am posting this on the Internet and notifying Americans and
specifically Josephine County Taxpayers of the Fraud being
perpetrated upon them by their government officials.

citations upon proof of Claim established by your answering the 23
