Win one. Lose one. 
  The second effort to ban smoking in Amarillo, Texas failed by a 238-vote margin. In 2005 it failed by 556 votes. Must be an load of nicotine addicts in that part of the state. The total vote this year was about 16,000 and nearly 30,000 three years ago. Apparently they're getting tired of the issue. Maybe next time they'll just pass it and get it over with.... more »
