Who can GPS a sprint phone with the settings off?

some friends keep finding someone is pinging them with GPS.. the settings are off but they still get pinged. anyone know who can do this, how to stop it or turn it off or find out who is doing it?

Last year I purchased a Garmin Nuvi 250. I have found this very useful but have come up against a major drawback. Yes, I know I should probably have checked first, but didn't! It is, of course, the fact that updates for the maps are going to cost almost as much as the original instrument. Is there any alternative to this... more »
