there lies a program where a Garmin map is feed in and out comes a
Garmin map for handhelds eg 76csx that is routable. Routable as in
Streets and Trips where the path from waypoint A to waypoint B follows
the road between A and B and not a crowflies line
Is this possible and from what program ?

I do my own routable maps for my 76CSx using mkgmap:

The data feed is OSM, specifically
http://download.geofabrik.de/osm/australia-oceania.osm.bz2 in my
case. This input is not a Garmin-supplied map, so I can't help
you if that's a requirement.
I make both a car version and a bicycle version, by using
different style files.
The bike version prefers bike paths, and other paths tagged as
"bicycle=yes".
