Impersonating a Western Union Messenger

According to Milton Caniff's biographer, on page 31 of his biography it says that he delivered (sp.?) telegrams during World War 1. I'm thinking that since I'd be commmitting a federal offence if I were to impersonate a military officer delivering a fake telegram to the parents of my enemies' who are overseas in the armed forces saying that they've been killed, I can impersonate a Western Union telegram messenger who's doing this.

"I knew that the message I carried would turn that blue star into gold. Many of these families never received a telegram before, so I think some of them senced what the contents were before I presented the ominous yellow envelope. Occassionally, I had to read the telegram to frantic parents, too emotional to face the task. Then there were recipients who simply could not read."
