It would depend on the chart, would it not?
The significance of a "blue moon" per se isn't astrological. In a
lunar calendar, a moon (month) is a moon is a moon. You don't get two
full moons in a lunar month, rather by definition :-)
Two full moons in a calendar month is only significant when you match
the lunar calendar with the solar calendar (and specifically with the
solar calendar that has been conventionally adopted in our culture).
Lunar calendars have to adjust if their users want them to synch with
the solar calendar - viz. the Jewish calendar (since Nisan needs to
synch with the Vernal Equinox, they add a month to the calendar every
few years). Ancient Egypt had intercalary days, synching up each year
at the Equinox. And so on.

I don't think so. The astrological significances come from the
relationship of the heavenly bodies. The "blue moon" comes from our
definition of a month on one particular calendar system. If every
month was 60 days long, then every month would have a blue moon. But
the planets would still spin as always.
