Florida State Representative/Frank Williams of Starke, Florida,

is currently sponsoring a P.P. Bill for Florida. From data to
hand it does not appear that Williams himself is heavily connected
to mental health, so he is obviously being pushed by some
mental health individual.
To handle the Bill we have to locate the WHO pushing for the Bill
being made legislation, identify the Bill with the individual and
take out the individual. This will result in the Bill being killed.
Major Target:
To identify the P.P. Bill with its originator and by taking out
the originator kill off the Bill.
Primary Targets:
1. DG Info US is overall responsible for the rapid completion
of this programme.
2. SEUS Sec and AG I Flag are to push the targets through
to completion.
3. Personnel as assigned to execute the targets.
Vital Targets:
1. Security must be maintained throughout this programme so
that the C of S is not discredited.
2. The programme is to be completed rapidly in order to
stop the Bill before it gets passed.
Operating Targets:

1. Under a suitable guise contact under ^ Representative
Williams and establish who is the person who is pushing
him to get the Bill passed.
2. If Williams gives an organisation as the main pusher of
contact under cover suitable
the bill, the organisation under a
guise
and establish who the individual is who is
pushing the Bill. The idea is to find the individual
behind the Bill.
3. Utilize an existing FSM or recruit a new one. The FSM
should have at least rudimentary credentials to join a
professional type group in Florida that is in some way
affected by the Bill. This could be a nurse, chiro-
practor, cosmotologist, dentist, or whatever.
4. Get the FSM set up with an address and a
phone, preferably in the North of Florida, e.g.
Jacksonville or Tallahassee.
5. Get the FSM to join a professional group. This should
be a fast action so go for whichever group is easiest to
do.
6. Brief the FSM thoroughly and make sure he knows exactly
what to do.
7. Ensure the FSM's background is worked out so that it does
not trace back to the C of S.
8. Starting with Tallahassee and then moving on to Jackson-
ville, Miami, Tampa, Etc. the agent is to ring around
survey
and do a ^ on the Bill. The patter is something like:
"Hello, I'm Bloggs and a member of x group. I'm doing
survey
a private ^ on the "Doe" (same found in OT 1 or 2) Bill,
what do you think of the "Doe" Bill?" When asked
what he is talking about the FSM explains that the "Doe"
Bill is being pushed through the legislature and it will
affect the person called and his group. The FSM should
act surprised that the person has not heard of the "Doe"
Bill. The FSM should third party the Bill to
the person. The FSM is also to act surprised that the
person is doing nothing about the Bill.
9. The FSM is to be drilled on this to ensure he has his
calls down pat.
1O. Make up a list. of all people and groups in Florida who
might even vaguely be affected in the Bill. Include
Press, TV, Radio, professional people, etc.
11. The FSM is to start making his calls. He should note
the response to the call in each case and obtain from the
person called new names and phone numbers to call about
the "Doe" Bill. The new names are to be added to the
list..
12. The FSM is to make calls all day long ringing anyone even
faintly affected. The main purpose of these calls is to
make the Bill known as widely as possible as the "Doe"
Bill. It is only the secondary purpose at this point to
third party the Bill.
13. In his explanations on the phone, the FSM can mention
that Williams himself is not really behind the Bill, but
is being pushed into it by "Doe".
14. The FSM is also to write letters to the editor of various
newspapers to get them printed. The letters should not
come out too heavy on the Bill but should be controversial.
Again the idea is to get the Bill known as the "Doe"Bill.
15. In his calls, the FSM should get interested people to write
to the newspapers to get their letters printed too. This
way the FSM will not stand out as a lone individual.
16. Meanwhile a full inv. is to be done on "Doe". ODC and
embarrassing
CDC. Get any and all crimes and ^ points possible.

17. Make sure that ^ these documents and
this data is not traceable back to the C of S.
18. Mock up and send to WW for approval, operations
on "Doe".
19. Execute the ops once approved. These
should be executed by the time the FSM has finished his
calls.
20. Once the ops have been executed, the FSM
is to start recalling the persons called, especially
those who were opposed to the Bill. Get these people
to write to their representatives demanding that the "Doe"
Bill be dropped.

but the letters should be sent from real addresses
where return mail can be received and answered. We
should try to get between 100 and 200 letters written in
all and they should be from all over Florida. Use in
security Org and Mission public as resources for the addresses.
All letters should refer to the "Doe" Bill.
22. The FSM is to urge people to go and see their representative
on the "Doe" Bill. Letters are effective but body
traffic should put on more pressure.
23. The FSM may be a resource for the execution of the
ops depending on the data found and it's use. If
so, the proposed ops should include this
info.
24. At the same time as the FSM starts ringing the interested
individuals and groups (OT 10) a second FSM is to start
calling all religious groups in Florida. These would
include Baptists, Christian Scientists, Episcopalians,
Methodists, Lutherans, Mormons, Jehovas Witnesses, etc. etc.
25. FSM No. 2 is to draw their attention to the "Doe" Bill.
He should state that whereas this Bill may not affect the
ordained ministers, all lay activity such as preaching,
running kid's schools and camps, etc. would be illegal
under the "Doe" Bill.

1. Incriminating, undercover activities and the like.
This breaks down into the following areas.
a. Violations of our status as a tax exempt, non profit org.
1. Evidence of the C of S lobbying.
2. Evidence of the C of S engaging in policitcal
activities - proposing legislation, supporting

3. Evidence of legal or control ties to the B6 groups.
Such as a program to get various B6 groups to pro-
pose a bill.
b. Subversive activities.
While we do not carry on any of these activities, there
would therefore be no evidence of such - we should ensure
that we do not word particles in a way that makes it
look like we do.. This also falls under #4 below.
c. BI confidential projects and actions.
a. DISINFO COVERT OPS etc.
d. Money deals that might provoke government tax offices.

b. Missions burying or hiding income, setting up false
accounts, using Msn funds to finance a profit making
loan company owned by the mission holder, etc.

The Attorney General NY is to be sued for the falsities in the Children
of God Report, and discovery will be used to find out what instructions
were received regarding this report, why it took so long, who brought
Robert Lifton and William Sargant into the matter. The target of the
suit is two fold: first, the victory in court that the report was false,
and secondly, the use of discovery to document the Who's behind it.
While money damages may accrue only to the Children of God, a Constitutional
Rights group could win costs and a requirement that the Attorney General
New York publish a correction to the False Report. Possibly an ex-Children
of God member (supplied by B-1) subjected to injurious treatment could
get damages as well. B-1 actions are needed to support the Legal actions
which will be done in this area.

Children of God Report to be done, which will assist and support Legal

Dear Dick:
You have requested that a daily report be made to yourself of the ARM acti-
vities in the PAC area:
San Diego: It was determined that Sandra Sachs is deprogramming at her
home, after it was finally found at 1424 Volclay Dr., San Diego. This is
a new street an residential area, which is the reason it was not found by
the last mission sent to San Diego. The track of homes she lives in is
priced from $40,000 to $90,000. Which seems a nice hunk of money for a
single woman. Our FSM checked with the Orange County Probation Officer,
Margaret Drier, who had handled Ted Patrick's return to jail, and she
would not say if Patrick was out again, or if Sandra Sachs was on proba-
tion. This can be verified through the LA County Parole Officer or the
San Diego Policeman who is on lines. There is a rumor between the HK's
in San Diego which indicates that there is someone in theSanta Barbara
area who is training others to infiltrate groups and take out dissidents
and segregate them (no parents targeting their kids, or parents hiring an
infiltrator to take on kid by getting him dissatisfied from within) -
more data is being gotten on this and will follow this through. Just
learned that there is a District Attorney in San Diego who hates Ted Pa-
trick, this is Rick S tanford.
Evidentally Chad Hughes has a friend within the LAPS , and C had has been
receiving reports on murders and concealed weapons being carried by HK mem-
bers. He has thus far told this story to Henrietta Crampton and William
Rambur. There is a picketplanned on the HK Temple in LA on 19 Feb. Bill
Rambur claims to know San Francisco IRS employees who call him by his first
name (we are attempting to get those names)
AS San Diego is sending her reports to late to really handle some of the
prediction she is getting, I will handle her on this to see that the data
flow speeds up so as to be of use.
Los Angeles: We are currently making headway with the Brotherhood of the
Sun. Incidentally they are sitting back waiting for Scn. to come and help
them. We currently have someone who can stay with that group and urge
them on or just quietly sit back and watch. It was determined that Ted
P atrick was hired out of the Prison work team by Mr. Haugwirth, as that
can be done through the prison system - the only part is that he was hired
out of Orange County into LA County and there maybe extra complications on
this. We are having a P arole Officer solicit the work furlough papers
of Ted Patrick; as it may even lead to other times Patrick was let out of
jail on a similar scene.
Found out that Melodyland, S anta Barbara, is conducting deprogramming
of sorts. They evidentally lock people up in a little room and set a
tape recording going negative to their religion, and later they would
turn a taperecorder on to tape their confused ramblings. This is a di-
rect connection to Walter Martin, as he is often a speaker and supporter
of Melodyland. It was also determined that Phillip Enroth may also be
cooperating with Ted Patrick in deprogramming efforts.
San Francisco: As you know we are setting up a kidnapping to be done
eventually by Michale Trauscht, so as to set him up for fraud charges
by the parents. We are currently working on this as there is a family
already recruited and one of the children is with NEDS. The plan of
action is to have this person visit or be takenby her mother to these
various counselors located in San Francisco. Counselors are actually
deprogrammers however they claim to have a different technique. P lan
is to have her fail each attempts, to were the mother wants Trauscht as
her only hope. From here the regular procedures are gone through and
she eventually turns against Trauscht with all the goods on him.
There is also another FSM who is in communication with the anti-cult
groups in that area, and who is looking for Frances Rufty through those
people and by tracing down the cars visiting the house in Berkeley where
Trauscht had stayed.
I had the AG I S F down here for debug on why I got no reports from him,
even though on the w eekly there we e plenty of indications that he had
actions ongoing. He was sent to craming, and it was found that he was
not really alligned with his seniors and so Dorothy sent him back to get
an admin scale for his post and checkouts on pertinent PLs to be done by
the ES TO. If this scene does not straighten out within a couple of
days, I will write the AG SFO and order that a sec check be done imme-
diately.

Dear Dick,
I want the proof of crimes in the Arizon attorney-
Judge-Sheriff-Deputy set-up. This is so that we may
prosecute the living hell out of these persons.
One way is to send someone in on this group, with
sufficient funds to get the job done. It might be best
if the "Deprogramee" was involved in a more traditional
religion - Baptist, Evangelism of some sort, even Jewish.
It is probable that these nasties can be convinced to run
the Guardianship operation on such.
Another would be to get someone involved in the operation
Documentation as well as eye witness testimony is needed.
You may wish to hold the Frankel data from PR at this
time and use him for future data on activities in Cleveland
Heights and the Deprogramming scene. If so please liaise

1. Donnas auditing folders start in July, 1963 at St. Hill UK where she was
on
the SHSBC. She was being run on Gr. 6 processing at that time. During this
auditing she R/Sed on Jane Kember, LRH, Herbie Parkshouse, and Fred Hare.
2. Donna has been in Scientology since at least 1952. She attended the
Doctorate
Course in Philedelphia at that time. While at the PDC she was promiscuous.
She slept with 4 or 5 men during the course, 2 of them on the org premises.
She has quite a record of promiscuousity in these early years. With three
male
PCs, she let them touch her genitals during sessions because they "got into
sexingness." She has masturbated regularly since she was 8 years old,
mentions
doing it once with coffe grounds (doesn't say how) and once had a puppy lick

She slept with Alan Kapular while he was married to her cousin in 1952,
which
created a big stink in her family. When she lived in Greenwich Village
(doesn't
say when) she claims that she "screwed anything with pants".
3. In an Enemy formula write-up done at ASHO she mentions leaving her

Moe, in May, 1952 but she does not give his last name. There is no mention

it in our files. She also was married to Bill Fisk who was shot while she

on the SHSBC at St. Hill. Bill had been sleeping with Phoebe Hjelm and

Grimes (now Simmons) before he got shot for sleeping with a student at
Seattle Org.
Donna had agreed that he could sleep around while she was away. Donna
denied

Dear Kathy O,
SITUATION: Mayor Gabriel Cazares has and is attacking us in
this area, and should he succeed at his run for
US Congress he could proove to be a greater threat to
the Church.
WHY: Actions have been taken in this area by B1 but they
have not been sufficient to obtain the desired effect.
HANDLED: Learned that the FBI is currently investigating the
source of the letters written anonymously about
Cazares' indisgressions in Wash DC. According to
Maggie Cazares, after the weekend when Cazares went
to DC a woman named Sharon Tyler tried to call Cazares
for about a week, and after Cazares finally spoke to
the woman he told Maggie that the girl wanted Cazares
to get her a job; Maggie thinks that even the phone
call may have been a Scientologist. A report is
being written up on this and will be out tonight.
SITUATION: The Clearwater Sun has repeatedly attacked us in this
area and they are planning further attacks; they have
not been adequately restrained.
WHY: The Sun and the Who at the Sun, Ron Stuart, have not
been sufficiently handled by the use of collections data
HANDLED: We have heard that on last Thursday night a party for
Sun employees was held at Ron Stuart's condominium,
and that there were drugs used at this party, and that
due to the drugs and noise some neighbors complained

Thank you very much for the very interesting news that
Bo Hellberg bought a book, Problems of Work, which he only
partially paid for and so never obtained.
Well that puts an end to his father's attempt to
blacken our name by claiming that his son went crazy
in Scientology and murdered a fellow homosexual in Sweden.
The psychiatrist's statement and the bookseller's
statement can certainly be used legally, and if David's mission
does not produce the desired effects, then we can go on an
exposé of the Lutheran World Federation and we can also sue
them.
They certainly have started an all out campaign as the
whole matter, as you know, turned up here in CW.
So, very well done on collecting the information and
let's hope that PR can terminatedly handle the Lutheran
World Federation without our having to resort to Legal
tactics.

DSM can see him doing it. The drunkenly comes over to FSM's
table and wips out "joke" to show FSM. Both FSM and "drunk"
are careful not to touch plain sheet. The 2 sheets are folded
as if to be mailed. When drunk picks up joke again, he whips
it up by its corner and puts it in his long open wallet or
puts it in his hat that he should be wearing for that purpose.
If the hat is used, "drunk" goes into the bathroom and carefully

Dear Joe,
The following rumours were instructed to be laid in to the
CW Sun and the Chamber of Commerce, they were not implemented,today
as the opportunity to put them in with security was not available.
They are:
A conversation was overheard in which some SCNists
said that LRH was in Europe and that he lived there. He
had come to CW to do some photography and records some
choirs. He visited churches in the area and did some
recording and then left. He was also in the area to set
up the United Churches operation; but then left to return
to his home in Europe.
Current instructions to some friends are that he was
not here for the setting up of UC, but was here for his
own relaxation and recording. As nothing went down on these
lines it's within the scope of the current plans, which are
that he was not here for UC purposes.
This should get laid in to the newsroom of the CW Sun
tomorrow. It is doubtful that the Chamber will get this
data from one of the friends as it would be too much of
an out-point and jeopardize her cover.
Monica, an employee at Henry's newsstand heard that
LRH is in Europe. Her comment was "How can they serve him
if he's in Europe; how can they bring him back?" Monica
is usually quite friendly, but she cooled off a little
today. (It should be noted that Cazares frequents this
newsstand regularly)

There have been numerous new developments on this case
and they are as follows.
An individual by the name of Steve Grogen appeared on our
lines (PM). I received word that he had made statements that he
was a member of Mansons family and therefore started some intell.
action, which at first consisted of talking to the girls he had
been in contact with. By the time I had finished talking to them
Grogen had been put away in jail for car theft. In spite of
numerous efforts on our part it was impossible to get together
with him. I had the girl he seemed to be most in comm with, journey
out to the valley on four different occasions to talk to him
and in spite of our best efforts he was never made available. He
was either "in court" or the jail was undergoing extensive re-
decoration. Of course we did not want it known that a member of
The Church was trying to see him. At the same time this was going
on we received word that two members of the Manson Family "squeeky
Frome" and "Sandy Goode" were staying at the Viking Motel on 3rd
and Alverado which is in close proximity to the org. We made no
efforts to contactthem.
On 18 June 80 the following report was received by me.
Report of interview with Raul Morales, Re: Charles Manson.
According to Raul: Raul arrived in prison on McNeil Island,
Washington in 1962 and became a cell mate of Lafayette Raimer
allegedly a trained Scientology auditor (about Level I in
Raul's estimation) and was introduced to Scientology at that
time. Raimer was auditing in prison at that time and in one
10 man cell had managed to gather a group of about 7, all in
Scientology. Charles Manson entered later and studied, did TRO
etc. along with his cell-mates and received approximately 150
hours of auditing from Raimer. Processes used were CCH's,
Help processes (Who have you helped-Who have you not helped) and
other Dichotomy processes (Rauls terms, such as What can you
confront, what would you rather not confront), Havingness (Such
as "What can you have?" "Look around and find something you can
have. Look around and find something you're not in." Rainer kept recor
records of his auditing. Manson got super-energetic & flipped
out when he'd been audited and would, for a time, talk about
nothing but Scientology to the extent that people avoided his
company. After a while, however, Manson was screaming to get away
from his auditor (in Raul's opinion, he'd been severely over-run
or something). He eventually managed to get put in solitary confi-
nement to get away from his auditor. Eventually prison officials
got suspicious of the groups strange activities and broke up the
group. Subsequently, Raul was released from the prison in 1965.
Raimer's wife was in training here at the L.A. Org in 1965-66; she
had disconnected from Raimer. Raul just found out yesterday that
another friend, Marvin White, later sent Manson books (after the
Scientology group was broken up) on hypnotism and black magic,

OBSERVATION: The enemy has used the method of infiltration to obtain
information against ourselves as known from incidences in South Africa,
Edinburgh, and Washington, D.C.
The enemy has also "turned" and used as double agents
staff members as revealed by Maurice Johnson at Saint Hill and Barbara
Peake in Melbourne.
Further, the enemy has used former disaffected staff
members, Scientologists or relatives of Scientologists in their attacks -
Philip Wearne and Doug. Moon in Australia, Jean Kennedy and Gene van
Niakerk in South Africa, Michael Pernetta and Mrs. Henslow in England,
Eleanor Turner and the former Mrs. Elmo Troup in America and the O'Donnell
family in New Zealand, to name but a few of the outstanding examples.
Although infiltrators and double agents can create more
internal chaos and disorder in an organization, the enemy has been most
successful in their attacks through the use of disaffected staff, Scien-
tologists or relatives of Scientologists and the biggest gross error an
organization can make as regards its own security is violations of the
HCO Policy Letter of October 27, 1964, "Policies on Physical Healing,
Insanity and Potential Trouble Sources".
The duty of keeping the organization secure belongs in the
HCO Division, both in RAP and Inspections and Reports, but the Intelligence
Bureau has learned through long experience that it cannot leave this
function
entirely up to HCO and where it has done so, it has had to suffer the
consequences. Thus this Programme is a vital one.
MAJOR TARGET: To use any and all means to detect any infiltration,
double agent or disaffected staff member, Scientologist or relatives of
Scientologists and by any and all means to render null any potential harm
or harm such have rendered or might render to Scientology and
Scientologists.
VITAL TARGETS:
1. This Programme is to be done by the Asst. Guardian or the D/A/Guardian
for Intelligence, if this post is held separately.
2. To establish intelligence files on all such persons found to be infil-
trators, double agents, and disaffected staff members, Scientologists and
relatives of Scientologists.
OPERATING TARGETS:
1. To make full use of all files on the organization to effect your major
target. These include personnel files, Ethics files, Dead files, Central
Files, training files, processing files, and requests for refunds.
2. To assemble full data by investigation of each person located for
possible use in case of attack or for use in preventing any attack and to
keep files of such.
3. To be alert to usual security precautions and to see that these are
performed by the organization; such as proper locking of the premises,
security of keys, locking of files, the changing of locks if keys have
been lost, proper safes, etc.
4. To keep off staff and off org lines any person who has ever betrayed
Scientology or who has threatened to betray or blackmail Scientology.
5. To ensure the Policy Letter on Physical Healing, Insanity and Potential

Officer alerts you to any person who might attack Scientology.

detected by natter, down stats, disorder in their areas and no case gain.

Everything is SECRET - do not let anyone see the REAL scientology in

The sheer hypocrisy of this document is staggering when you consider the
history of scientology's character assassinations,illegal
activities,and pure hatred of any one who dared question anything that
the late unlamented Hubbard said or did or created. It is a good thing
that these documents are being disseminated - perhaps the Labour Party
in England needs to see all these docs so they can see why ABLE donated
money - maybe some newspapers need to see these too and do some research
on what was done to people who spoke out. Scientology cannot change its
