According to a SPIEGEL article, Luxemburg (a small european country with
lots of banks) plans to withhold a tax from foreign investors, i.e. a
tax on interest. This means that scientology will probably need to find
another country to launder money.

If Lichtenstien and Cyprus follow with Luxembourg's novel way of raising
revenue ... there'd be an big infusion of cash in new taxes in these
countries too. The tax would help FinCEN keep a closer eye on the
cash too. Maybe something could be done once the Scientology helper
Clinton is out of office with Rubin, James McGovern, Howard Schoenfeld,
and Fred Goldberg, Jr. hopefully exiting Treasury.
