As to the Venezualan dictator, that quote supports Hubbard's views of
simply eradicating people but there is yet another quote from him re the
lepers being put on a ship. Your find will suffice to show Hubbard's sense
of "humanity."
Listen, folks, this is what Hubbard finally comes down to and what you see
re the RTC/OSA attitude towards ARS is a mere harmonic of it. You are to
be "deleted...without sorrow." And this is not Borg-talk. This is a real
organization whose objective is to remove you from their path, with the
