Cathy Sproule is hereby assigned to the RPF per Fa 3434RD THE
REHABILITATION PROJECT FORCE as being an overt product maker and a non
producer.
Cathy was recently found responsible for creating a Hill 10 of
magnitude which has serious potential of endangering the base which is
having to be handled by several executive staff members on a bypass.
Cathy had received warning three weeks prior to the situation
occurring, however she did not take action to handle as would have
been expected from her hat, instead neglecting it until it had become
a major threat to a current vital handling affecting public inflow,
security of staff and expansion of Scientology in UK.
Study of Cathy's history reveals that she has a longstanding and
unhandled scene of not wearing her hat resulting in flaps requiring
intervention.
In May this year she brought a reporter into the AOSH UK registration
office, unnanounced [sic] and without prior coordination. Cathy asked
questions of [sic] the registrars which could have been misconstrued
by the reporter present, resulting in possible out PR for the Church.
Also earlier this year, valuable evidence that could have been used
against an enemy of the Church was allowed to be destroyed, hindering
executive efforts to apply proper justice to him.
Cathy repeatedly failed to ensure that routine funding was provided to
pay professional services which were required regarding her zone of
responsibility.
There are numerous other situations involving public and staff which
have been mishandled or neglected that fall under Cathy's hat as DSA
to handle.
Despite repeated ethics, justice and correction, Cathy has continued
to act in a neglectful and treasonous manner on her post.
By these acticons, Cathy has demonstrated her treasonability to the
Sea Org. It is hoped that she will take this opportunity to redeem
herself on the Rehabilitation Project Force. She may request a
Committee of Evidence if she so wishes.

Poor old Cathy - nice lady. she was much happier as the AG UK's
communicator back in the old days.
This order is interesting - it basically comes under the heading of
"there has been horrendous fuck up and someone has to pay" because in
the actual ethics order there really aren't any RPF type things cited
though the person writing it does try real hard. It looks to me that
it was decided that she should go to the RPF and then this "Sardner"
person was told to write it up.
I have made a couple of comments interspersed in the EO - I would be
interested in Lulubelle's opinion.

A bit later in this EO the writer says that Cathy didn't secure the
funding needed and so on - it is interesting that the people who would
have had to approve the additional funding are the very people the
writer now claims are "having to bypass".
Nothing like having a patsy to blame sez I.

Does anyone know what this meltdown in the UK was all about? CMO
Finance mission busily nailing the CO AOSH UK, the DSA getting RPFed,
the words "Hill 10" being waffled around like some incantation?
It looks to me that there must have been some monumental OSA screw up
having to do with the UK Government - OSA UK is funded by AOSH UK
which obviously was not doing very well on the old GI given the
comments about crew not getting paid and so on. And, given the
comments in this EO about not securing funding it looks to me that
they didn't pay the lawyers.

Now this is priceless because if this were true - what was she doing
on post and why would you not send the people who were supposed to be
supervising this non-hat wearing flap maker?

Now that has to be one of the biggest pieces of doubletalk around. You
will note that there actually doesn't appear to be anything bad that
actually happened just "could have been misconstrued which would
have.." when you boil this down it actually reads to be nothing at
all.

Note that this doesn't say that Cathy destroyed anything, nor indeed
that she even ordered it or knew about it. This, in football terms,
would be "piling on"

Amazing - Hubbard Management tech at its very best!! Here we have all
these supervisory people, layer upon layer of management, the
technology, the resources and yet, obviously this person was left on
post (presumably for a long period of time given the "repeated"
comment) when she could not do it, was producing bad products was in
fact, a traitor! And this is the crap that WISE tries to hype? Sheesh.

Laser Clam's just doing his or her habitual mindfuck. He or she is on an
automatic little program and spiel and should be disregarded along with such
crazies as Schwartz and Koos (Leonardo Been) and maybe a couple others.
IMHO, doing otherwise will perpetuate this sort of thing as now it knows it
can elicit a reaction which is, of course, all it wanted to do.

Your comments are, as usual, spot-on. This thing is a fucking disgrace.
I have noticed that most expell/declares are utterly unfounded. Meaning
maybe something happened that wasn't ok but now we're gonna call the guy a
raving
two and a half per center? Give me a break.
It's traditional for them to pile stuff on in these things to make it look
good and less likelihood of being overturned later.
Both my expell/declares were piled high. Not only that, but much of what
was said were LIES.
I imagine this contained not only a bunch of doublespeak and crap like that
but some outright lies.
That would be par for the course, would it not?

Martin posted something a little later on which talked about AOSH UK
getting their electricity turned off, presumably because they didn't
pay their bill. That may be what this was about.
As the DSA, she was probably supposed to "PR" the electric company to
leave the power on even if the org hasn't paid the bill in months.

Maybe. Maybe not. A DSA in a service org is supposed to be involved in
the org's PR with its creditors, with it's neighbors, etc. If there
was some kind of a flap like the electric getting turned off,
conceivably she might be the sacrificial lamb.

Pretty much every RPF assignment of a staff member has some version of
this statement. It's one of those "generic ethics order clauses." Like
"Joe Blow demonstrated treasonability by his actions" and "Susie Q
showed her counterintention to the expansion of Dianetics and
Scientology."
Anyone who has ever had to serve on a comm ev knows this drill. You
just take some other ethics order that got approved through the lines
and you edit it to fit your victim. When you are the secretary on one
of those things and you wind up having to write it up at three in the
morning (which is usually the case) this little trick comes in handy.

This part is actually what I find the strangest. Why is the DCOI OSA
writing an ethics order "for" the CO CMO? They are in no way on the
same command line.

If I remember correctly Cathy Sproule was RPF'ed for a screw-up
related to Bonnie Woods, but she is not mentioned in this document.
