WISE has been created in 84, no?
So, nobody got such awards between 84 and 1990, nobody is still there from
the 9th, 10th, 12th and 13d years... and very few are getting the "award".
Why?
And now, what could be the "Simon Bolivar" Award appearing below?
Is it given to the biggest thieves, blackmailers, bribers and assassins's
collectors, like asked in Hubbard's Simon Bolivar's policy here:
"5. When you move off a point of power, pay all your obligations on
the nail, empower all your friends completely and move off with
your pockets full of artillery, potential blackmail an every
erstwhile rival, unlimited funds in your private account and the
addresses of experienced assassins and go live in Bulgravia and
bribe the police. And even then you may not live long if you have
retained one scrap of domination in any camp you do not now control
or if you even say, "I favour Politician Jiggs." Abandoning power
utterly is dangerous indeed." (Hubbard)

I can't help but think of how Hubbard's "friend" DM took over the helm, and
Hubbard kicked the bucket in a trailor with needle marks in his butt from
the calming psychotropic drugs he was being injected with, while hiding out,
fearing that his whereabouts would be discovered. Now that's OhTee and fits
the description in #5 above to the "t", at least for Ron's EP.
