Here is another work in progress, which should be helpful in
understanding and discussing one of the the Corporation of
Scientology's primary goals, "Planetary Clearing."
Paragraph A of the License Agreement of the Hubbard Ecclesiastical
League of Pastors/Field Auditors (Marks), L. Ron Hubbard's "writings
and recorded spoken words with respect to SCIENTOLOGY applied
religious philosophy and the organizations formed for the purpose
thereof" are the Scientology Scriptures.
These quotes are from the "Source," meaning I have been able to track
down and verify the references (and provide them to you in the
bibliography) in the many L. Ron Hubbard books published by the
Corporation of Scientology themselves in 2007, as well as Hubbard
Communications Office documents and lectures given by L. Ron Hubbard.
Most if not all of these can be found in university and public
libraries around the world, as well as online. I will update this as
I find other reliable sources.
Thanks again to the anon who provided me with the actual books, hard

In recently leaked documents dealing with the Church of Scientology’s
Clear Expansion Committee, they clearly state their purpose.
“PURPOSE:
TO UNITE AND COORDINATE ALL SCIENTOLOGISTS, SCIENTOLOGY GROUPS AND
ACTIVITIES UNDER THE UMBRELLA OF THE ORG TOWARDS MAKING LRH TECHNOLOGY
WIDELY KNOWN AND BROADLY APPLIED WITH THE ULTIMATE GOAL OF CLEARING
THE ENTIRE COMMUNITY AND BUILDING A SCIENTOLOGY WORLD.”

What would a “Scientology World” or “Clear planet” look like? What
kind of society would it produce? Let’s look at what the founder of
the Church of Scientology L. Ron Hubbard (whose writings and
recordings constitute the “scriptures” of the CoS) had to say about
this very important topic. To begin we can see from his first book on
Dianetics that LRH believed his ideas could be applied to people,
courts, governments, and entire cultures.
“An ideal society would be a society of unaberrated persons, Clears,
conducting their lives within an unaberrated culture: for either the
person or the culture may be aberrated.”
[Dianetics. p. 482]
“Judiciary Dianetics covers the field of adjudication within the
society and among the societies of Man.”
[Dianetics. p. 481]
“The social organisms which we call states and nations behave and
react in every respect as though they were individual organisms. …
This, all too briefly, is an analogy used in Political Dianetics.”
[Dianetics. p. 485]
What kind of government would rule over a “Clear Planet”? Where would
it be run from?
"You want to know what happens when you clear everybody in that
neighborhood, the only thing that [Scientology] center can become used
for is a political center. Because by the time you've done all this,
you are the government..."

"Once the world is Clear - a nation, a state, a city or a village -
the Scientology-organization in the area becomes its government! And
once this has taken place the only policy accepted as valid is
Scientology policy."

Would L. Ron endorse something resembling a democracy?
“...I don’t see that popular measures, self-abnegation and democracy
have done anything for man but push him further into the mud.”
[KSW.]
“Democracy is only possible in a nation of Clears--and even they can
make mistakes. When the majority rules, the minority suffers. The best
are always a minority.”
[2Nov1970.]
Well, at least he would want to guarantee everyone equal rights under
the law, wouldn’t he?
“Perhaps at some distant date only the unaberrated person will be
granted civil rights before law. Perhaps the goal will be reached at
some future time when only the unaberrated person can attain to and
benefit from citizenship. These are desirable goals…
“Even now the codes of jurisprudence can be reformed…”

“In any event, any person from 2.0 down on the Tone Scale should not
have, in any thinking society, any civil rights of any kind. …none
below 2.0, chronically or acutely, should be used as a witness or
jurors in courts of law…”

According to L. Ron Hubbard, an “unaberrated” person or “clear” could
be produced by auditing. When a person has completed the process:
“…He has a composite being, good enough to be called Homo novis—a
theta-animated MEST body possessed of new and desirable attributes. …
The auditor has made what we are calling a MEST Clear—a good, sane,
rational being about a skyscraper higher than Homo sapiens.”

And what is the individual who has not had or does not want Dianetics
processing?
“He is Homo sapiens. He is in terrible condition taken from the
viewpoint of Homo novis. …He is somewhat of a liability…”

“The COMPUTING PSYCHOTIC passes quite commonly for a “normal.” …Many
esteemed and respected Homo sapiens in many professions are yet
computing psychotics…”
[Advanced. p. 75]
“…if society were to recognize this personality type as a sick being
as they now isolate people with smallpox, both social and economic
recoveries could occur.”

How long does it take to produce this new breed of man?
“In relatively skilled hands, it is a twenty-five- to fifty-hour
process to advance a Homo sapiens to a Homo novis.”

Is this Homo sapiens/Homo novis talk figurative or are we talking
about actual human evolution here?
“The auditor is causing any preclear he processes to evolve into a
higher plane that was hitherto reached on the evolutionary scale…
“The work of the auditor is not related to any past –ology, but to
evolution itself.”

Thus, Hubbard’s “tech” claims to produce a new race of beings, indeed
a master-race, introducing a fascinating thread of racism into the
warp and woof of Scientology. In pursuing the goal of a “Clear
Planet” how should the new race, now believing that they are really
immortal spirit beings called “Thetans” handle the remaining Homo
sapiens who do not believe in or want to join the new “Church”?
“Unfortunately, it is all too often true that suppressors to a
creative action must be removed before construction and creation takes
place. Any person very high on the Tone Scale may level destruction
toward a suppressor.”

“There are only two answers for the handling of people from 2.0 down
on the Tone Scale, neither one of which has anything to do with
reasoning with them or listening to their justification of their
acts. The first is to raise them on the Tone Scale by unenturbulating
some of their theta by any one of the three valid processes. The
other is to dispose of them quietly and without sorrow.”

“Where you spot a sudden cessation of auditing, the barring of a
person from auditing or a refusal to audit, you can be certain that
the person responsible for this cessation of auditing or the refusal
to permit or encourage it has a selfish profit to make or is hiding
something. A person like this is such a menace to himself and to
others around him that auditing is much too good for him; he should be
shot.”

“R2-45:
“An enormously effective process for exteriorization but its use is
frowned upon by society at this time.”
[Creation. p. 179]
“Death is not the same as clearing but there is, remember, R2-45. It's
a very valid technique. A lot of people have used it before now.”

How will the thetans (Homo novis) handle the situation if large
numbers, some significant percentage of the population, refuse to join
Scientology?
“Possibly a handful of thetans will someday become alarmed at the
worries and efforts of Homo sapiens and try to throw the remaining
race into a super-controlled slavery.”

“The sudden and abrupt deletion of all individuals occupying the lower
bands of the Tone Scale from the social order would result in an
almost instant rise in the cultural tone and would interrupt the
dwindling spiral into which any society may have entered. It is not
necessary to produce a world of Clears in order to have a reasonable
and worthwhile social order. It is only necessary to delete those
individuals who range from 2.0 down, either by processing them enough
to get their tone level above the 2.0 line… or simply quarantining
them from society. A Venezuelan dictator once decided to stop
leprosy. He saw that most lepers in his country were also beggars.
By the simple expedient of collecting and destroying all the beggars
in Venezuela, and end was put to leprosy in that country.”

“It is doubtful if the thetans will pull off the ultimate trick—simply
knocking out the atmosphere of the planet—that “clears” everybody
after a fashion.”

is so incredible that nobody will even think of stopping it until it
is far, far too late. Its incredibility is its best safeguard…”

“Let sleeping sapiens snore in the bulk for yet a while. Then meet
someplace and decide what to do about him and his two-penny wars, his
insane and his prisons.”
