How are they defining misuse? I would imagine that the entire purpose of
the stimulus cash was to stimulate the economy, correct? So using it for
the CEO's bonus, the purchase of private planes, interstate vacations,
homes and cars, all stimulate the economy in their own way. Arguably, the
only way it is wasted is if it's not wasted...
