That place looks like a chop shop for
car boosters. The cage in the parking
lot is for dogs. The lettering applied
directly to the block smacks of
inadequate funding. The garish purple
is garish.

I vote questionable.

I think it was just break time. Two frames earlier (in the view from the
middle of the intersection), that pickup in the foreground hasn't brought
them back from the dig yet.
