* Russia Calls for Reinforcement of Toxic Weapons Ban
“The Russian Foreign Ministry said Monday that the Biological and Toxic
Weapons Convention (BWC) could be consolidated best by creating an
effective compliance control mechanism. In a press release following an
annual meeting of BWC states in Geneva, the ministry said Russia regarded
conduct codes for biological scientists as an additional measure to
reinforce the ban and urged the parties to adopt enabling legislation in
order to ensure compliance at the national level.” (RIA Novosti,

* Texas Tech Plague Expert to Be Released from Custody
“The former Texas Tech University professor who reported plague samples
missing from his laboratory is expected to be released Jan. 2 from a
halfway house after serving time for fraud…Thomas Butler, 64, is serving
his remaining time at a halfway house in Lubbock after spending most of
his two-year sentence at the Federal Medical Center Fort Worth. Butler in
January 2003 reported vials of plague bacteria stolen from his
laboratory.~Federal agents were called in to search, but stopped looking
when Butler submitted a written statement in which he said he made a
‘misjudgment’ by not telling his supervisor that the vials were
‘accidentally destroyed’…U.S. President George W. Bush had been briefed on
the matter because of fears that terrorist might have taken the
vials.~Butler, during his trial, said FBI agents forced him to issue the
statement to reduce public fears…He was convicted in late 2003 on 47 of 69
charges stemming from a federal investigation.~Most of the guilty verdicts
were connected to fraud committed against Texas Tech’s health sciences
center.~Butler, who is considered an expert on the plague, wants to return
to work once he is released, according to a colleague.” (Global Security

“Two $60,000 machines capable of cleansing mail of anthrax and other
biological agents were completed Friday and are expected to be used at the
United Nations…The MailDefender system uses microwaves, heat, ultraviolet
light and antimicrobial chemicals to destroy dangerous
pathogens.~Developer BioDefense Corp of Massachusetts is marketing it to
government agencies and corporations that are concerned about keeping
their mail safe. BioDefense plans to test the first units before they are
shipped to the United Nations, said company CEO Michael Lu. Lu said that
if these systems are successful, the United Nations might buy hundreds

* Supporting Chemical Weapons Destruction in the Russian Federation
“The destruction of chemical weapons requires considerable financial
resources and presents operational and technical complexities. The world’s
largest declared stockpile of chemical weapons is secured in the Russian
Federation. Ambassador Rogelio Pfirter, the Director-General of the
Organisation for the Prohibition of Chemical Weapons, commended the
generosity of the countries which are supporting the Russian Federation in
the destruction of its stockpile through their participation in the Global
Partnership against the Spread of Weapons and Materials of Mass
Destruction. Today, the Government of the Kingdom of Sweden and the United
Kingdom of Great Britain and Northern Ireland signed a Memorandum of
Understanding on their cooperation to support the destruction of chemical
weapons in the Russian Federation in the framework of the 2001 United
Kingdom-Russia Agreement. The Swedish Government is contributing to this
cooperative effort by providing to the United Kingdom a grant of 5.5
million Swedish Kronor to fund elements of the electricity supply for the
chemical weapons destruction facility at Shchuchye in the Kurganskaya
oblast of the Russian Federation. The Government of the Czech Republic has
recently made a third contribution, totalling two million Czech Crowns,
through the 2001 United Kingdom-Russia Agreement, to assist in the
destruction of the chemical weapons stockpiles in the Russian Federation.
This contribution will also be used to help bring the Shchuchye

* Radioactive Samples Removed from [Georgia] Tech Campus
“About 220 radioactive samples previously used for research have been
removed from a Georgia Tech center to prevent access to them by
terrorists, federal officials said. The National Nuclear Security
Administration, an agency within the federal Department of Energy, removed
about 68,000 curies of radioactive cobalt-60 from the Neally Nuclear
Research Center. The effort was part of the agency's Global Threat
Reduction Initiative to keep such material from being used by terrorists
for dirty bombs. The material previously was used by the school for
research in materials science, genetics, radiation shielding and
biological materials processing, according to a statement from the agency.
It was safely recovered in three separate loads by the Los Alamos National
Laboratory and sent to the Nevada Test Site for permanent disposal.
Officials from the Lawrence Livermore National Laboratory also helped in
the operation. The agency has recovered almost 12,000 radiation sources
and placed them securely away from the public and environmentally

* New Brunswick Port Gets First Radiation Detector in Bid to Thwart
Nuclear Terror [Canada]
“Federal officials have installed Canada's first radiation detector at the
port of Saint John in New Brunswick in a bid to protect this country
against nuclear terrorism. The Canadian Press has learned that while Saint
John, N.B., is the first port to get the nuclear detection devices, all
major Canadian ports soon will be equipped with the anti-terrorism
technology. Jennifer Morrison of the Canada Border Services Agency says
the new scanners detect radiation in container traffic. She says details
of the program will be released next month. The radiation detection
program is a key part of Ottawa's $172 million plan to beef up marine
security - all stemming from the terrorist attacks in the United States on
Sept. 11, 2001. However, critics warn it is still not enough protection in

* Serbia Cleans Up Depleted Uranian From 1999 NATO Bombing [Serbia and
Montenegro]
“Serbian authorities are completing the clean-up of depleted uranium left
by the North Atlantic Treaty Organization's 1999 bombing campaign, the
Environment Ministry said Monday. More than six years after the alliance
used depleted uranium shells in air strikes against government troops
fighting Kosovo Albanian separatists, the clean-up of the radioactive
pollutants has been finished at a major site in southern Serbia, the
ministry said. Nuclear experts and clean-up teams removed 3,468 cubic
meters of contaminated soil from the Borovac site, 280 kilometers south of
Belgrade, where 44 depleted uranium shells exploded…Serbia's authorities
have previously cleaned up two similar locations in southern Serbia
following recommendations by United Nations experts, who analyzed samples
of water and soil from the targeted areas. The ministry said one more site

* Russian Prison Connections Could Lead to Nuclear Smuggling
“Islamist terrorists and criminal organizations operating in the former
Soviet Union are forging partnerships that could be helping terrorists
living in the West to acquire Russian nuclear materials, two
organized-crime experts said [Monday]… Speaking at the Woodrow Wilson
International Center for Scholars, the two American University researchers
refused to provide many sensitive details about the specific
nuclear-smuggling cases they have been studying. They spoke of ‘complex’
links between terrorism and organized crime in the former Soviet Union,
however, and stressed the importance of European prisons as a place where
terrorists meet organized-crime figures and hatch cooperative plans.
‘There needs to be much more understanding of what’s going on in prison,’
said Louise Shelley, director of the university’s Transnational Crime and
Corruption Center. Complex networks of diverse, cooperating groups appear
to be smuggling highly enriched uranium and other materials regularly out
of Russia and into Western Europe, said Shelley and colleague Robert
Orttung, an associate research professor at the center. In smuggling
operations that have been detected in progress, Shelley said, nuclear
materials typically have been transported ‘thousands of miles’ before
detection and have been passed along via a cooperative network that makes
it difficult to discern an overall organization.~The materials’ movement,
she said, follows established Caucasus routes for more mundane smuggling
operations. ‘There is little understanding of the actors involved or the
target destinations of these [nuclear] materials,’ Shelley said.~‘There is
a market for small amounts of these materials, and different groups are
seeking these’…The researchers said the United States should take regional
crime groups into consideration when working on nuclear-security and
nonproliferation projects in Russia.~Shelley said Washington invests
heavily in security technology in such operations but has no ‘consistent
analysis’ of the ‘crime and terrorism challenge to nuclear materials’ —
failing, for example, to screen subcontractors on U.S.-funded Russian

“The State Department’s senior adviser on arms control says both offensive
and defensive measures are needed to combat the proliferation of weapons
of mass destruction successfully. Under Secretary of State Robert Joseph
told an audience at the University of Virginia in Charlottesville December
9 that there is a broad range of diplomatic, economic, military and law
enforcement capabilities available for this mission, including the
application of sanctions and the use of missile defenses to stem the
illegal proliferation of weapons, related technology and expertise. The
under secretary for arms control and international security said he will
meet with the director-general of the International Atomic Energy Agency
and others the week of December 12 regarding President Bush’s proposal to
limit uranium enrichment and plutonium separation capabilities to
countries that already run full-scale operating facilities.~ The quid pro
quo would be an arrangement by which nuclear fuel supplier nations would
provide those forgoing enrichment and reprocessing with a reliable and
