And the U.S. government supports the governments that operate
this way? Is this to try and motivate the bright ones to come here?

Not really, it's to get everyone in the world on the same level of
government as in the U.S.A. They just cut out the expense of the buses
and trucks. The gin and rice take on the form of health care, equal
opportunity employment, low income home loans, and better laws to help
their buddy in the stock market.
Democrat advances in technology allows polls to be stolen by false absentee
ballots and falsely registered "voters".
No longer the waste of gas, gin, peanuts and money.
Surely we can export this important development in the history of
corruption.
We are well on the way to making the Chicago way, the only way.

In 2000, there were 109 counties around the US with more ballots cast
than registered voters.
I'm curious about this -- can you provide more info/references?
That would be nice, actual facts rather than an empty statement. Maybe
something like a document where it was presented to a court as an item
of evidence.
We all know that it's easy to throw out a number with little to back
it up other than another site that repeated the same erroneous
figures.

No one who has not lived in Chicago for a number of years or did not
grow up there can believe the incredible amount of fraud perpetrated
by the Daley's even in the day to day running of the city.
But that was a loooooong time ago. Not that there is no
"Chicago Machine" any longer but it's activity is more
like other urban areas now, where this type of fraud is
less obviously/blatantly exposed.

Ah memories, memories........
The corruption of the police was understood to be widespread:
The intersection of the north/northwest bound Kennedy and
the northbound Edens x-way almost always had a traffic cop
on duty. Common knowledge was this posting cost the officers
$5,000.00 (a more "princely" sum at the time) a year; quite a
busy intersection.
But the strange thing was "Old Mayor Daley" was never pretentious;
He lived in his old neighborhood, never divorced his wife, never was
caught taking elaborate vacations or with his hand in the till. But
he _was_ caught rigging the test so the stupid son could pass his
real estate exam. When Daley was cornered by newsmen at an
elevator in city hall his answer (only answer ever IIRC) was "You'd
do it for your son, wouldn't you?"
