Yes, that _does_ sound like "one of those mad pub ideas" :)

I'm curious what "public safety" charges are being brought, since it was
acknowledged by the authorities that there were no actual trains on the
line, therefore nobody's safety in danger.

IMHO, the most logical charges would be trespassing (they didn't have
permission to be there), theft of service (they didn't pay the track
access charge), operating an uncertified locomotive, and/or operating a
locomotive without a license (assuming none had one).

Wonder if they bothered to stop at highway crossings?

I've done the "speeder thing" with a friend over in eastern Washington
state, as part of a sanctioned and insured group activity. Since we
couldn't trigger gate signals with our isolated equipment, it was
necessary to blow horns and often come to a full stop at any crossing,
given that a lot of people just >won't< stop for a train until it's
physically in the crossing itself. And sometimes not even then...

In some countries--the really poor ones--these impromptu glorified
skates are a popular means of transportation, even when they conflict
with actual trains!

The only place in NYC you might survive that is on the G line!

I've often thought about building a bicycle type mechanism that could "ride the
rails". I see it as a quasi-bike riding on one rail with a catamaran type device
with a wheel on the other rail.

Uh, you mean the line where a TA worker moving something like that got
killed in the not too distant past? :/

I've seen photos of such.

I'd think if you could fashion the proper shaped tire that would stay on the
rail, a single rail would suffice due to the gyro force.

$235 per wheel !
That's worse than Amtrak.

Not safe to assume that a line that hasn't seen traffic will not see
traffic later on. There has been a few cases where
a rail line that hasn't been used in years having a train running on
it "out of the blue".
