A friend with excellent knowledge once told me that 50% of police are
corrupt from the start,25% don't interfere, and only 1 in 4 is
actually good
in the book "Cop hunter" by Vincent Murano he details how police were
involved in everything up to and including contract murder
Gerald Clemente in "The cops are robbers" said that police were
rotuinely involved in bank robberies, stolen goods and much more. he
said that frequently police receive stolen goods by responding to
burglaries,loading up their patrol cars and then claiming stuff they
stole in with insurance claim.
as long as stuff goes on like this, do we want individuals so
empowered having too much power over us all?

Question: If there are no restrictions on police placing tracking
devices, are there any restrictions on private citizens doing the same
thing? Can I, for instance, plant a tracking device on a newspaper
reporter who has published some information that makes my company look
bad?

I don't know for sure, but tracking someone probably would fall
within many anti stalking laws.
