Frell: Planned downtime ahead

I finalized the dates on my move.
I will take the remailer offline on Monday, July 24th, when I start moving
my stuff. I already added "testing" to the capstring and blocked
identifiable echolot pingers (any address containing the string "+ping=",
see updated remailer-conf), so the remailer should drop out of stats in the
next week.
The remailer will be back with new keys as soon as I reinstalled the
systems. Shouldn't take too long, I hope. Mail will be held on the mail
exchangers.
