Example:

austria 010000000000 :08 +++++++++++8 100.0% R O TLEUIN9

For those of you not familiar with reading Type II stats, the third
column is the latency for the remailer. For example, :08 means 8
minutes. The 5th column shows the uptime percentage. Generally,
you want to pick remailers with 100%, though anything over 97%
will be reliable from my experiences. Choose remailers with low
latency times if you want your message/post to be delivered quicker.
For more secure anonymous messages, pick remailers with 1:00
(1 hour) or more latency.

The last column shows the capabilities of the remailer.

D middle (Remailer is middleman and chains to other
remailers)
P post (Supports news posting (Anon-Post-To or Post)
M/R/2 mix/remix/remix2 (Supported Mixmaster features)
H hybrid (Supports CPunk directives in Mix messages)
G/2 repgp/repgp2
O pgponly (Requires Cypherpunk messages to be PGP
encrypted)
X ext (Supports extended directive features)
A max (Supports Max-Size, Max-Count, and Max-Date
directives)
T test (Supports the Test-To directive)
L latent (Supports the Latent-Time directive)
e/E ek/ekx (Supports Encrypt-Key/-3DES,-CAST directives)
U esub (Supports the Encrypt-Subject directive)
I inflt (Supports the Inflate directive)
N rhop (Supports the Rand-Hop directive)
# klen - The digit indicates the maximum message size:
9 Max is greater than 900K
8 Max is less than 900K
...
1 Max is less than 200K
0 Max is less than 100K

For web interfaces, the last column doesn't do much for you, but it
does tell you if the remailer you selected is a middleman (D)
remailer. Make sure you don't select a middleman remailer as the
last chain unless you are aware that it is going to chain to another
remailer on its own (sometimes randomness is a good thing).

If you pick RANDOM as a remailer, my server will pick a remailer for
you that has good uptime (100%) and low latency (under a hour).

If you are unsure about which remailer to pick, maybe because you're
not sure how to read the stats, just pick RANDOM and the server will
make sure a reliable remailer is used.

Piss poor advice.

The remailer network is meant to be used the way Mixmaster uses it
by default. And that's RANDOMly selecting remailers.

And by the way, those latency times are the most inaccurate part of
any stats source.

Don't pick ANY of them unless you have a specific reason to do so.
Use RANDOM. Period.
