there, and in fact it says:

The fact that it's quoted in other places doesn't mean that it's
present in the original document. It's entirely likely that the
incorrect text was originated with Games, or someone similar and
propagated to other similarly minded links. It's just like the fact
that the most famous quote from Casablanca is "Play it Again, Sam"
even though those words are never said in the film.
If you are certain that the text did at some point appear on the
hawaii.gov site and has somehow been hidden, then you should still be
able to retrieve it via the internet wayback machine or a Freedom of
Information Act request. Please provide a link or an FOIA response
from Hawaii.gov confirming your assertion.
