To achieve balance millions of southern negroes must be transplanted
to northern locations. CN, VT, NH, to name a few
states under-"colored". Millions of hispanics should be given the same
opportunity to flourish. US gummint to assist.
(sorry, illegal aliens will be deported)

Ever heard of Liberia?

["...Along with Ethiopia <https://en.wikipedia.org/wiki/Ethiopia>,
Liberia is one of two modern countries in Sub-Saharan Africa
<https://en.wikipedia.org/wiki/Sub-Saharan_Africa> without roots in the
European colonization of Africa
<https://en.wikipedia.org/wiki/European_colonization_of_Africa>.
Beginning in 1820, the region was colonized by blacks from the United
States, most of whom were freed slaves. With the help of the American
Colonization Society
<https://en.wikipedia.org/wiki/American_Colonization_Society>, a private
organization that believed ex-slaves would have greater freedom and
equality in Africa, these immigrants from the U.S. established a new
country. African captives freed from slave ships were also sent there
instead of being repatriated to their countries of origin. In 1847,
these colonists founded the Republic of Liberia, establishing a
government modeled on that of the United States
<https://en.wikipedia.org/wiki/United_States> and naming the capital
city Monrovia <https://en.wikipedia.org/wiki/Monrovia> after James
Monroe <https://en.wikipedia.org/wiki/James_Monroe>, the fifth president
of the United States
<https://en.wikipedia.org/wiki/President_of_the_United_States> and a
prominent supporter of the colonization. The colonists, known as
Americo-Liberians <https://en.wikipedia.org/wiki/Americo-Liberians>, led
the political and economic sectors of the country....."]
